Italian Ministry for the Environment, Land and Sea PROJECT FRAMEWORK The Italian Ministry for the Environment, Land and Sea (IMELS) in October 2004 launched, within the event “L’Italia a Belgrado 2004”, the “Pancevo Action Program”, a pilot integrated project developed in the framework of the Memorandum of Understanding “Cooperation on Environmental Protection” signed with the Serbian Ministry of Science and Environmental Protection. Italian Ministry for the Environment, Land and Sea PROJECT OBJECTIVES The project “Technical Support in the Urban Waste Sector” is aimed at reducing the volume of waste at source, improving the recovery of materials and introducing effective sorting and treatment plants. The project consists of 4 main tasks:

Italian Ministry for the Environment, Land and Sea SEGREGATE COLLECTION SYSTEM  demonstrative approach focusing on selected subjects: schools, offices, supermarkets, restaurants and pubs  waste fractions: paper and cardboard, glass, plastic and organic  intermediate storage: waste recovering centres

Four Recovery Centers are foreseen:  an extensive “main recovery center” mainly devoted to the JKP Higjiena operator activities  three smaller centers mainly related to citizens delivery of recoverable materials. Italian Ministry for the Environment, Land and Sea SORTING PLANT in order to maximize the recyclable materials, reduce the final disposal in landfill and the related costs The purpose of the plant is to divide the residual MSW into two main components: the dry fraction (i.e. paper, plastics, textiles,...); the dry fraction (i.e. paper, plastics, textiles,...); the wet fraction (i.e organic fraction). the wet fraction (i.e organic fraction).

Italian Ministry for the Environment, Land and Sea INFORMATION CAMPAIGN  Pancevo Municipality has already started to disseminate the principles of a proper waste management through dedicated information events addressed to citizens, schools and commercial operators  further information campaigns will be designed and implemented focusing on the separate collection system and on the role of the recovery centers

Italian Ministry for the Environment, Land and Sea LOCAL COMMITTMENT AND TECHNICAL SUPPORT The Pancevo Municipality confirms the real and strong intention to pursue the realization of the technical modifications suggested in the projects, specifically for the establishment of a proper separate collection system and the realization of 4 waste recovery centers and 1 sorting plant. The Italian Ministry for the Environment, Land and Sea confirmed the future provision of technical assistance to Pancevo Municipality for the start-up phase of the Waste Management System.

12. Italian Ministry for the Environment, Land and Sea FINANCING POSSIBILITIES The Serbian (Ministry of Environmental Protection, Ministry of Finance) and Italian (IMELS, Italian Cooperation) authorities are currently investigating the possibility to use Italian funds (Protocollo Antonione) for the procurement of the goods included in the list of equipment. In case this equipment will be granted to the city, the Pancevo Municipality will realize through their own funds all necessary infrastructural works, like access roads, offices, buildings, paving etc.. Moreover, a compulsory condition for funds release is the completion of the construction of the new landfill.

Italian Ministry for the Environment, Land and Sea STATUS OF THE FINANCING PROCESS  Pancevo Municipality sent a letter to the Serbian Ministry of Environmental Protection requesting to use the Italian funds for purchasing the equipment  The Ministry of Environmental Protection obtained the positive opinion of the Ministry of Finance  The Serbian Ministries sent all documentation to the Italian Cooperation for starting the financing process  The Italian Cooperation is undertaking the internal review of the request and then will start the procurement process for purchasing the equipment
