5. 5 CIVITAS Plus in Numbers: The Environment Car-independent lifestyles: a parking area in Perugia’s university relied on a barrier to detect car-poolers & resulted in 21% of staff switching from single occupancy vehicles while 9% discovered the advantages of car- pooling; in Szczecinek, bike and rickshaw rental schemes were integrated into public transport and solid infrastructure which resulted in 7000 rental hours and 500 rickshaw trips; Jsimpson@rec.org Demand management: access restrictions saw a 6% decline in traffic in Vitoria-Gasteiz; new parking pricing saw demand fall by 11% in Ghent; (the makings of) positive modal shift italic = integrated measure

7. 7 CIVITAS Plus in Numbers: The Environment Demand management: a Low Emission Zone stimulated the purchase of clean vehicle fleets in Aalborg* resulting in 32% lower CO 2 emissions; Jsimpson@rec.org Urban freight: in Bath* emissions of CO 2 were reduced by 10,180 kg thanks to a freight consolidation centre, last mile journeys by e-vehicle and packaging waste collected by the same vehicles; Urban freight: beer boats in Utrecht* saw 5,678 less van trips to the city centre; Fuel/km/trips/ CO 2 saved in Donostia-SanSebastian* six cargo bikes saved some 26,849 km/yr in van/truck journeys

8. 8 CIVITAS Plus in Numbers: Economics Clean fuels and vehicles: use of CNG and fuel-mixing cut fuel costs by 14 and 30% respectively in Ljubljana and Perugia; Jsimpson@rec.org Demand management: electronic parking in Utrecht* resulted in 11 fewer officers; Transport telematics: In Donostia SanSebastian*, a PT fleet manage- ment system optimised drivers’ time to 94.87% and reduced OpEx by 2.5%; Mobility management: In Coimbra*, hospital employees who transferred from private car to public transport thanks to a workplace travel plan increased the operator’s revenue by 28%; € saved /leveraged /profited upscaling the traffic centre in Skopje* leveraged EBRD funding

9. 9 CIVITAS Plus in Numbers: Societal Impacts Safety and security: 24% more drivers yielded to pedestrians thanks to improvements in the visibility and safety of crosswalks and cycle tracks in Tallinn*; Jsimpson@rec.org Traffic surveillance in Szczecinek reduced accidents from 27 to 8 while emergency services arrived within 5 minutes, not 16 Falling # accidents Zagreb saw 37.6% fewer accidents thanks to weekly meetings with senior citizens;

11. 11 Lessons Learned Real results require… Multi-stakeholder engagement (citizens, police, enforcement officers, council depts., experts, NGOs, seniors, parents, companies, road user assoc).. Jsimpson@rec.org Measure integration  SUMPs (also a popular element among CIVITAS Award applicants) Not only hard investments, PR campaigns can go a long way too in winning citizen support (Szczecinek’s bike paths, Craiova’s surveillance cameras), esp. if linked to existing institutional targets (travel plans in B&H) Appetite to experiment! (‘Ambitious’ strategies, ‘Living Laboratories’) Monitoring and evaluating measure success, capturing ‘proof points’ (particularly helpful vis-à-vis the media)

12. 12 Lessons Learned…II Jsimpson@rec.org ‘Indirect’ Benefits… Campaigns and projects can leverage: –International funds (Skopje) –Political will (Sz. thanks to happy citizens, in Perugia owing to cleaner air) –Recognition (Tallinn’s free PT) and upscaling (Ghent’s parking pricing, Coimbra’s integrated ticketing, Ljubljana’s clean fleets) –EU integration More specifically… Time to properly plan car-pooling measures (Craiova) Synergy with national legislation (Aalborg’s LEZ) Closing roads is not enough by itself – consider drivers’ needs on alternative routes (Iasi) Bike bins more popular among citizens than regular cyclists (Ghent) Traffic rule enforcement and good quality public transport more important than physical access restrictions in Vitoria

Travel planning, pedibuses, car-pooling; rental schemes, LEZ (too early? Too few tangible results?) Hard investments like new buses, surveillance cameras, info centres and infrastructure improvements obviously not very innovative or ambitious (even if good value for money)
