1 Create a JSETS Account JSETS is the national registration database for survival locator beacons. With the assistance of the National Oceanic and Atmospheric Administration (NOAA) and non-NOAA satellites, JSETS provides control and timely access to global data from satellites and other sources to promote, protect, and enhance the Nation’s economy, security, environment, and quality of life. The JSETS component is a web application that enables the registration of Personal Locator Beacons (PLBs) for the Department of Defense (DoD). This information database is available to DoD recovery coordination cells to aid in personnel recovery. The information stored in the database associates the beacon to a specific DoD unit facilitating identification of the missing individual(s). PRMS, to include JSETS, is designed to be a 24-hour operational system that will be available to DoD.

JSETS Login JSETS is available on both the Non-Secure Internet Protocol Router Network (NIPRNET) and Secure Internet Protocol Router Network (SIPRNET). This slide presentation provides guidance from the NIPRNET perspective. The PRMS Main Page displays. Click on the PRMS Login button located at the bottom of the page. Open internet explorer and launch the PRMS website at

Create a JSETS Account The Welcome to PRMS Login screen displays where the user will be able to perform several functions. The following sections demonstrate how to login to an existing account, Register for an Account, retrieve passwords by clicking on the Forgot your Password link, launch the PRMS ISOPREP and EPA Computer Based Training, and perform a JSETS Beacon Lookup. From the PRMS Login screen, click the Register for an Account link. The system will direct you to the Account Registration screen Select, Register for an Account

Enter all information criteria. Fields marked with an asterisk (*) are required fields. U.S. personnel will enter only their Social Security Number (SSN). Non-U.S. personnel will enter a coalition Identification (ID). (One or the other is required). If you cannot locate your specific unit, select the most appropriate unit. The Username format should follow the naming convention of Last Name and last four of your SSN, for example: Jones If you do not enter a Username upon account creation, the application automatically creates a username in the proper format of Last Name and last four of your SSN. Select a Security Question and provide an answer. This security question will be used for authentication purposes if you forget your password. Upon account creation, initial user role is assigned as a point of contact (POC). Contact the PRMS Help Desk to have your user role upgraded. Insure that you are using a military address (i.e., .mil). Users shall comply with all security guidelines. If this is a problem, explain your circumstances in the Reason for Access box and be sure to provide a valid phone number for follow-up contact. Click on the Create User button, and when the account is created, the following screen will display informing the user that an will be sent to the address provided during account registration (Figure 4-5). Proper registration for an account requires proper authorization for account use. Upon receipt of that , the user can enter the website and exercise unit user duties assigned by an administrator.

Click Continue and the system will return to the PRMS Login screen.

7 Manage User Profile Upon receipt of Account Registration , return to the PRMS Login screen where you can now enter your username and password. Complete these fields and click Login. With a successful login, the PRMS screen displays and allows the user to select either the ISOPREP/EPA or JSETS component of PRMS (Figure 4-10). Click the JSETS icon. The ISOPREP/EPA component of PRMS is only available on SIPRNET. When the user logs into PRMS on NIPRNET they will see only the JSETS icon.

8 JSETS Dashboard screen
The JSETS dashboard displays with the System Statistics . The System Statistics contains a summary of Total Beacon Count and the number of beacons in the Beacon Pool. Menu options are accessible from the grey shaded area on the horizontal menu bar and can be accessed from anywhere within the JSETS site (i.e., click on the Home menu to go back to Activity Service page or click on the Help menu to access Help page). Once a JSETS registration has been completed and approved, your user login, branch of service (agency), and unit association will be identified in your user profile.

9 User Profile Updates To make changes to your account information, click on the Profile link on the grey horizontal menu bar. The User Profile screen displays. The following activities can be conducted while in the User Profile screen (Figure 4-13): The account information can be updated. The Security question and answer established when creating an account can be changed. The password established when creating an account can be changed. Contact information for your unit is maintained under your POC profile for the unit. Therefore, to keep your unit information updated, click on the Profile menu selection and edit as required. To reset your password, click Password Update and the Change Password screen will display . The System will not automatically update addresses when your address changes for any reason. The individual must change this information by editing their Profile data.

10 Navigating the Website
Click Data Manager to view the options associated with that menu selection. There are seven functions listed in Figure 5-1 associated with the Data Manager menu. The type of account role(s) you are assigned determines the options you can access. See list below. POC Account: The Beacon Pool allows you to move beacons to and from the Beacon Pool into your unit. The Beacon Manager allows you to provide the status on the assignment of beacons assigned to your unit. The Upload Beacon allows you to upload new beacons using a CSV file. The New Vehicle allows you to add the serial number of a beacon-carrying vehicle to your unit. The New Detachment allows you to add a detachment of beacon-carrying vehicles assigned to you. Vendor Account: New Beacon allows you to enter or edit a single new beacon. Upload Beacon allows you to register newly purchased beacons into the database from a vendor-supplied spreadsheet. Supervisory Account: All options are in a Read-Only mode. Rescue Coordinator Account: Search all data with Read-Only access. Administrative Account: All options are enabled Moving the mouse over the grey shaded area on the horizontal navigation bar displays several menu options. When selecting from the main menu, a drop-down submenu appears. Depending on your role and access level, you may not be able to view all categories

11 Add a New Beacon Click the New Beacon option on the Data Manager drop-down menu. Enter all information criteria. Fields marked with an asterisk (*) are required fields. Click Save. Beacon Number is not required for ACR PLB, PRC-149/149A, and URT-140 Beacon Types. It will be calculated for you. Only System Administrators or Vendor accounts can enter new beacons that need to be registered. If you have a beacon that is not registered or registers an error, contact the Help Desk by phone or to properly register the beacon in the JSETS system. The contact information is located in the Help Desk option (Figure 5-9) in the grey shaded horizontal menu bar of the JSETS dashboard.

12 Upload Beacon Complete Beacon Type and Agency fields before uploading the comma separated value (CSV) file that contains beacon information. This upload may take a few minutes to complete. Please be patient and wait for the results, which will inform you the update was successful.

13 Beacon Pool To transfer beacons from the Unit or Detachment to the Beacon Pool or vice versa, click the Beacon Pool option on the Data Manager drop-down menu shown. Select the beacons by checking the first column checkbox. Next, select the unit/detachment at the bottom of the list. Click on the Assign button. This will assign the beacons listed to a unit or to the Beacon Pool. If your unit is not available on the drop-down list, contact the OSC for the Help Desk to designate a new unit. If the detachment is not available in the drop-down list, then create a new detachment and click Save. When you return to this page, the detachment should be available.

14 Beacon Manager From this window, you will be able to:
Review beacons assigned to you. Change the status of the beacons assigned to you. Manage all beacons assigned to your unit.

15 Beacon Manager As a detachment manager, you will conduct the majority of your work in the Beacon Manager area. If you are a manager of more than one detachment, you may select the unit to manage from the drop-down list after entering your user id and password, and then select the box named Detachment. To filter the beacons by type, select the drop-down in the field named Type. Next, select the beacon type you want to manage. Click on the Filter button (all beacon types will be displayed if not filtered). Using In Survey Checkbox The data grid provides all the basic information needed to manage beacons for which you are responsible. The In Survey checkbox indicates the beacon is lost, stolen, or destroyed in a Report of Survey action and is not available as a registered beacon to the system. Managers should check the box provided for beacons in that status. Eventually, the Report of Survey action is completed and the Beacon Manager should notify the PRMS Help Desk with an to remove the beacon from his/her unit and declare the beacon inactive. The In Survey checkbox is a local use item to use in your shop.

16 Using the Remove (Pool) Button
The Remove (Pool) button (Figure 5-5) removes the beacon from the detachment and places it in the Beacon Pool. When you send a radio in for repair, inspection, etc., you should change that radio’s status to In Selection Pool by clicking the Remove button for that radio. This tells the system that this radio is no longer in your possession and you have placed it back in the Pool. The radio will no longer appear on the beacon manager list. This allows the Maintenance unit to register the radio. When maintenance releases the repaired radio, it returns to Pool status, making it available to a new detachment. If you double click anywhere on the specific beacon information row, the Edit Beacon page displays.

17 Viewing Beacon Information
This area controls assigning a beacon to a vehicle and is intended for beacon managers to locate their responsible beacons rapidly; vehicles belong to units or detachments (a detachment has the same role as a unit). In some instances, beacons are permanently assigned to vehicles (i.e. the KC-10 aircraft beacons are bolted on the aircraft) and in some cases the beacons are installed in parachutes, which are then installed in the aircraft until the next regular parachute inspection is due. In such instances, it is easier to track the location of a beacon by the location of the vehicle making sure the appropriate contact information is available quickly. In the Assign Vehicle (Asset) field, enter a vehicle and assign a beacon to the vehicle by checking the first checkbox. Use the ellipsis (…) button to search for a particular vehicle by entering the vehicle information. If you click on the View button, a window displays a non-editable information page for this particular beacon. It is vital that all information in the display is accurate and current. If any pertinent information is missing in any of the fields, you should make updates at this time as described in Section It is the responsibility of the beacon manager to ensure this information is readily available to the Rescue Center or Rescue Coordinator (RC).

18 Beacon Type To add new or edit old beacon types, mouse over the Admin menu selection and select Beacon Type. To create or edit a beacon type, double click in any data row from the Beacon Types window and the following screen will display:

To add a new TyComm, mouse over the Admin menu selection and select Beacon Type. To edit or add a new TyComm, click on the New TyComm button to display the following screen To add a new TyComm, type in the name of the TyComm and click Save.

20 FAQs Q- I had an account in the previous Joint SARSAT (Search and Rescue Satellite-Aided Tracking) Electronic Tracking System (JSETS) version. What is my User ID for the new JSETS version? A- Your User ID ( address) and Password remain the same. You will be required to update your profile information the first time you login to PRMS, including your User ID, Password, and Social Security Number (SSN). Q- Is all of the PRMS Login and Access Selection screen information part of the new JSETS version? A- JSETS is being incorporated into PRMS. JSETS previously has been a stand-alone resource for a Recovery Coordinator's (RC) use, and is now being integrated with the other PRMS components.

21 FAQs (Cont) Q- What are the changes to the new JSETS version?
A- Users can enter and/or upload their own Beacon information. Users can assign Detachments to their account. Operational Support Team (OST) Administrators can add Beacon types and Vehicles. OST Administrators can reset Passwords. The Registration page will be the same as the PRMS Isolated Personnel Report (ISOPREP)/ Evasion Plan of Action (EPA) Registration page. Updated JSETS Role names: - Point of Contact (POC): Enter/upload new Beacons, Assign Detachments to their own Account, Search Vehicles and Detachments, move Beacons to and from the Beacon Pool, and Add Detachments. - RC: Read-only access to Beacons, Detachments and Vehicles. - Vendor: Enter/upload new Beacons. Available on Non-Secure Internet Protocol Router Network (NIPRNET) with a copy of all data on Secure Internet Protocol Router Network (SIPRNET). Common Access Card (CAC) Login enabled for NIPRNET only.

22 FAQs (Cont) Q- I registered for an account, but after I enter my User ID and Password, I do not see the JSETS graphic. A- This is because you do not have an assigned Role, and will need to contact the OST to have a Role assigned. 1. To send an to the OST, click the Contact Us link at the PRMS start screen. 2. Select the NIPRNET address to display your Personal Computer’s (PC) application with NIPRNET addressed filled-into the TO: field, or copy NIPRNET address and paste into . 3. In the , please include your Full Name, last four digits of your SSN, and requested Role. 4. A confirmation message will be sent to you within 24 hours. Q- How do I setup my PRMS account so that I can login with my CAC Card? 1. Insert your CAC Card into your PC’s CAC Reader. 2. Access NIPRNET PRMS start screen. 3. Enter your CAC Pin (if requested). 4. Click the PRMS Login button. 5. Enter your User ID and Password. 6. Click the Setup CAC button. 7. Click OK when prompted for your CAC Certificate. 8. Click Continue. PRMS start screen displays. 9. Click PRMS CAC Login button. Q- Can I enter my Beacon information on SIPRNET? A- No. Information is entered and managed via NIPRNET.; A copy is moved to the SIPRNET for viewing only.

23 FAQs (Cont) Q- I have been assigned a POC Role, but when I click Beacon Manager, nothing displays. A-This is because you need to have a Detachment assigned to your account. 1. To assign the Detachment, place mouse pointer on Data Manager. 2. Select the Detachment User List option. 3. Locate the desired Detachment. 4. Click the Assign button. 5. Return to Beacon Manager. Any Beacons associated with that Detachment display. Q- How do I add a new Beacon Type? A- Only an OST Administrator can add a new Beacon type. the OST the following information to have the Beacon Type added: - PreCode value - Beacon Type name - PostCode value A confirmation message will be sent to you within 24 hours.

24 FAQs (Cont) Q- How can I upload multiple Beacons? A-
1. At the JSETS screen, select Data Manager. 2. Select the Upload Beacon option. 3. Select the Beacon Template Comma Separated Values (.csv) link. Microsoft© Excel© spreadsheet displays. 4. Enter Beacon Number and Manufacturer Serial Number for all Beacons to be uploaded. 5. Save file as .csv format and exit Excel application. 6. Place mouse pointer on Data Manager. 7. Select the Upload Beacon option. 8. Select a Beacon Type and Agency. 9. Click the Browse button and locate the saved .csv file. 10. Click the Import button.

25 FAQs (Cont) Q- I just uploaded Beacons, but they are not displayed in the Beacon Manager. A- When multiple Beacons are uploaded, they are placed in the Beacon Pool by default. The Beacons need to be assigned to your Detachment from the Beacon Pool. Q- Why is a JSETS Detachment phone number required when a POC number is available? A- Unit/Detachment Command Post POC phone numbers are monitored 24-hours daily/7-days weekly, and are vital for the JSETS system. A POC number may or may not be monitored as frequently. If a Beacon is set-off accidently, an entire Rescue attempt may be organized and well underway if the Beacon Location POC is not easily available to validate an actual incident. Q- PRMS is now available on NIPRNET. Can I complete my ISOPREP on NIPRNET? A- No. NIPRNET PRMS is for the management and input of Beacon information through the JSETS component. ISOPREPs can only be created and saved on SIPRNET.
