1. SOCIAL SERVICES AND DOMICILIARY CARE SERVICES IN SPAIN Legal Framework: Spanish Constitution, 1978 It is not mentioned directly the National Social Security System, but it is stated that the public authorities will guarantee freedom and equality, and that they are a fact. It also mentions some target groups, such as youth, people with disabilities, elderly people, family issues and minors.

2. Law 7 of 2 nd April 1985, local regime basis In this Act is stated that the city and town councils will have responsability on social services, in particular, provision of social services, social inclusion and social promotion. Those towns over 20,000 population will have their own Social Services. The Autonomy Statute of each Region has as an objective the implementation of Social Services. Thta is the case of the Murcia´s Statute that was approved in 1982. Organic Law 4 of 9 th June 1982, Autonomy Statute of the Region of Murcia Law 13 of 7 th April 1982, of social inclusion of people with disabilities It is one of the first references in social services and social inclusion.

3. Law 3 of 10 th April 2003, social services in the Region of Murcia This Law is the main reference of the Social Services in Murcia and also states the main principles of the Domiciliary Care Services in Murcia. Domiciliary Care Service is considered as a basic provision with a personal, domestic, psichosocial, educational and complementary technical content. Law 39 of 14 th December 2006, of promotion of autonomy an support to people in situation of dependency This is the main reference in Spain at the moment in relation to Social Services and support to people in situation of dependency. Domiciliary Care Service is one of the resources provided by the public authorities as a response to social needs.
