The Division of Public and Intermodal is the modal area of IDOT that deals directly the public transportation and freight rail providers. The Deputy Director of Transit has oversight over the Bureaus of Transit Capital and Transit Operations. The Deputy Director of Rail has oversight over the Bureau of High Speed and Passenger Rail and the Bureau of Freight Rail/ CREATE. Additionally the Program and Administrative Support sections provide planning and financial support to our program managers and grantees. And together we work as a team

Public and Intermodal Transportation
Amtrak Service 16 Public Transit Systems in Urbanized Areas 44 Small Urban & Rural Public Transit Systems The DPIT team provides technical assistance and financial resources to public transportation providers and rail operators. Our goal is to provide mobility options which support an interconnected transportation network that provides for the efficient movement of people and goods throughout the state. DPIT subsidizes: 3 Amtrak lines at $26m per year 16 urbanized transit systems 44 small urban and rural transit systems And more than 300 specialized transportation providers We have added nearly 24 counties to our network of rural public transportation providers in the last five years.

Public and Rail Transportation Challenges
Antiquated Infrastructure Growing Congestion Increased Demand/Ridership Increased Mobility Needs Increased Costs Decreasing local match 2011 Public Transportation Ridership Statistics Amtrak: 1,749,870 rides Downstate: 32,701,661 rides Northeastern Illinois: 616,440,785 rides State of Good Repair Annual Capital Funding Needs Northeastern Illinois $2 Billion Downstate $100 Million Not unlike other transportation agencies – IDOT-DPIT faces serious challenges as we try to maintain a safe, reliable, and efficient transportation network. In particular regard to the public transportation system and the freight rail network – some of the major challenges ahead include: Antiquated infrastructure The heavy rail and commuter rail networks run on infrastructure more than 100 years old and many diesel-run buses need to be replaced Because of this outdated infrastructure, and lack of full funding guarantees, the backlog to keep projects in a state of good repair steadily rises – for example the northeastern Illinois transit system requires approximately $2B in annual capital investment just to keep the system in a continual state of good repair Growing congestion Freight tie-ups, Airport delays, traffic congestion - waste energy, reduce air quality and rob families of precious time together. The Chicago metropolitan area has maintained its position as one of the most congested road networks in the country and rail freight traffic is expected to double by he year 2020 Increased demand/ ridership Nationally 2011 was the sixth year in a row that more than 10 billion trips were taken on public transportation systems nationwide In Illinois, Amtrak ridership increased 7.3 % from 2010 to 2011 Increased mobility needs as the baby boom population gets older greater need to provide mobile assistance more focus at the federal and state levels to ensure that other vulnerable populations are being taken care of – such as the elderly disabled, low income, and veterans Increased costs :Fuel Rolling stock construction

Developing Public Private Partnerships Metra Rail-Car Partnership with Nippon-Sharyo Implementing Energy Efficient Transportation Practices Clean propulsion systems for buses Expansion of high speed and commuter rail LEED certified facilities Separation of commuter, passenger and freight rail traffic (CREATE) Focus on multimodal development Continuing our public-public partnerships and developing and broadening our public-private partnerships Partnership with Metra and Nippon Sharyo Opened facility in Rochelle to build new Metra highlighner cars And implementing sustainable transportation practices – internally and as the administrator of federal and state funds to grantees Replacing old buses with energy efficient vehicles / clean propulsion systems Expansion of high speed and commuter ail Encouraging LEED certification for all new facilities Separation of commuter, passenger, freight traffic The next few slides will provide an overview of some of the major projects being undertaken by DPIT to improve mobility and accessibility for residents, businesses, and visitors alike (CLICK)

Result: Major State Funded Transit Projects Underway Northeastern Illinois
Chicago Transit Authority (CTA) Renovation to North and South Branches of Red Line Pace Suburban Bus (Pace) Pace conversion to CNG buses I-55 shoulder-travel demonstration Metra Commuter Rail (Metra) $585.1M in funding for the procurement of up to 160 Metra Electric Highliner commuter cars. Joliet Multi-Modal Center Will feature facilities for bus, intercity bus, commuter rail, passenger rail, and high speed rail. The transit bureau covers two distinct areas of the state – Northeastern Illinois ad Downstate. IN NEIL – the three transit agencies cover an area the size of small state and makeup the third largest regional transit system in the country. The major projects in NEIL include: Major Project for CTA: Renovation of the Red Line elevated train Complete make-over along the entire 20 mile Dan Ryan branch, consisting of complete rebuild of tracks and ties, new ballast and drainage as well as station rehabilitation, and new signaling and communications equipment. While the north branch is not a complete rehab it does consist of various track and station upgrades including 3 new viaducts in Evanston on the purple line. Major Project for Pace: Pace, the suburban bus agency as well as the regional ADA paratransit is undertaking the state’s bus shoulder riding project to encourage the use of transit / alleviate congestion – this is the first of its kind project in the state. This two year study allows Pace buses to use the shoulder of designated sections of I-55 between 5 to 9 a.m. and 3 to7 p.m. Pace is also using CNG as a fuel source. Major Project for Metra: $585.1M in funding for the procurement of up to 160 Metra Electric Highliner commuter cars. On July 19, 2012, Metra held the Grand Opening Ceremonies for the Roselle Plant where the first 80 railcars will be final assembled and the next 80 built in the new facility. These new cars will include state of the art technology; IGBT inverter-controlled AC propulsion system and Train Information Management System (TIMS) Joliet Multi-modal center: This center will feature facilities for bus/intercity bus/Amtrak/passenger/commuter/and high speed rail

Development of an Intercity Bus Network Broad, flexible, and will supports current passenger rail and locally operated transit systems. ARRA &State of Good Repair 13 new rural transit facilities Replacement of diesel buses with hybrid-electric vehicles, CNG and Clean Diesel Multimodal Facilities: Rock Island, Illinois Bloomington-Normal, Illinois Rockford, Illinois Projects being undertaken outside of northeastern Illinois and have a broader statewide appeal include: Development of Illinois’ intercity bus network: Supports the Federal and Intercity objectives to support the infrastructure of the Intercity bus and rail networks through planning and marketing assistance and capital investment in facilities. Meets IDOT ’s strategies to implement an intercity bus and rail program that is broad, flexible, meets the basic FTA requirements and to support intercity bus and rail service in Illinois to the greatest extent feasible. Implementing State of Good Repair discretionary grant awards 12 new rural transit facilities Replacement of diesel buses with hybrid electric vehicles Multimodal Facility Construction / Redevelopment and / or expansion of transit facilities Facilities will accommodate high speed and passenger rail, commuter rail, connections for intercity and local bus service, and more parking.

CREATE Program: $3.2B infrastructure program 70 rail-related projects, including highway/rail grade separations Current Status: 14 projects are complete 12 more in construction, 4 in final design In the railroad bureau, major projects are being undertaken in the freight rail, passenger rail and high speed rail sections and include: Chicago Region Environmental and Transportation Efficiency Program: first of its kind public- private partnership between local, state, fed, and private railroads $3.3B infrastructure program – 70 rail-related projects, including highway/rail grade separations Main goals: Reduce rail and road congestion Improve quality of life and motorist safety Improve economic competitiveness Current Status: 14 projects are complete 12 more in construction, 4 in final design (CLICK)

High Speed Rail Project Highlights: Key portion of designated federal high speed corridor between Chicago-Kansas City Segment between Dwight-Pontiac was tested Oct. 19, 2012 – the train reached speeds of 110mph! New equipment for route to arrive as early as 2015 High Speed Rail - Chicago-St. Louis Key portion of designated federal high speed corridor between Chicago-Kansas City Adds capacity At least 45-minute travel time reduction 37 miles between Dwight-Joliet to be upgraded this summer thanks to additional $186 million federal grant New signaling to be installed in Portion of the Dwight-Pontiac was tested on October 19 – the train reached a speed of 110 mph and traveled for nearly 15 miles of upgraded track. 110 mph service between Joliet and Alton complete in 2015—Chicago-St. Louis to be as fast as 4-1/2 hours New equipment for route to arrive as early as 2015

Downstate Transit Capital Improvement Initiative
The project must be identified in the Downstate Capital Needs Assessment. The project must be required for the provision of public transportation. For urbanized areas only, the project must be identified in their TIP. Define other sources of funding being used for the project, if eligible. Priority will be given to projects that can be contracted and “address state of good repair” immediately. The level to which a project reduces “contracted” or “leased” costs, which can then be used for daily “on-street” operations

Summary Illinois’ transportation infrastructure and intersecting network is the linchpin in the nation’s economy. The Division of Public and Intermodal is the modal area of IDOT that deals directly the public transportation and freight rail providers. Despite several fiscal and societal challenges presented to DPIT, the underlying goal to meeting all these challenges is to improve mobility and accessibility for our customers through funding, innovation, and improvements to our transportation infrastructure.
