Information Technology & Cultural Heritage Prof. Andreas Georgopoulos Lab of Photogrammetry – N.T.U. Athens Exploitation of Cultural Heritage Information – A need for a European hand? – Paphos, September 10-11 2007

 Introduction  Cultural Heritage Recording  Geometric Documentation products  Should they be “PSI”?  CH Legal issues in GR  Recommendations Outline Exploitation of Cultural Heritage Information – A need for a European hand? – Paphos, September 10-11 2007

International agreements for Cultural Heritage International agreements for Cultural Heritage Necessity of the survey – geometric documentation (Venice Charter, 1964) Necessity of the survey – geometric documentation (Venice Charter, 1964) The geometric documentation is a sub-set of the Integrated Documentation of a monument The geometric documentation is a sub-set of the Integrated Documentation of a monument Geometric Documentation of Monuments Exploitation of Cultural Heritage Information – A need for a European hand? – Paphos, September 10-11 2007

Geometric Documentation of Monuments  The geometric documentation of a monument is the procedure of acquiring, processing, presenting, archiving, storing and managing of data (nowadays mostly digital) adequate to determine the position, the true form, shape and size of the monument in the 3D space at a given moment in time.  The geometric documentation of monuments records their present, as this has evolved through time and provides the necessary base material for those who study their past as well as for those who take care of their future. 5 Sources of metric information  Geodetic measurements  3D point determination  Photogrammetric data – procedures & products  Vector drawings (2D – 3D)  Raster products (2D)  Video sequences (2D)  Laser scanner point clouds  Practically infinite number of 3D points Exploitation of Cultural Heritage Information – A need for a European hand? – Paphos, September 10-11 2007

Considerations There is definitely demand for such re-use of CH digital content There is definitely demand for such re-use of CH digital content However... However... The Directive 2003/98/EC Article 1 specifically states that it shall not apply to: “Documents held by cultural establishments such as museums, libraries, archives, orchestras, operas, ballets and theatres.” (article 1-f) The Directive 2003/98/EC Article 1 specifically states that it shall not apply to: “Documents held by cultural establishments such as museums, libraries, archives, orchestras, operas, ballets and theatres.” (article 1-f) The Cultural Heritage content is not available from the public sector for use and re-use and it is not all digital The Cultural Heritage content is not available from the public sector for use and re-use and it is not all digital Potential re-users are usually not attempting as they are faced with strict legal issues (copyrights – ownership) Potential re-users are usually not attempting as they are faced with strict legal issues (copyrights – ownership) Re-use is not occurring anyway irrespective of the Directive Re-use is not occurring anyway irrespective of the Directive Exploitation of Cultural Heritage Information – A need for a European hand? – Paphos, September 10-11 2007

Legal issues in GR ALL antiquities belong to Greece and are governed by Law #3028/2002, which replaced one of the earliest laws of the modern Greek State ALL antiquities belong to Greece and are governed by Law #3028/2002, which replaced one of the earliest laws of the modern Greek State Their ownership is also described in the intellectual rights law (#2121/1993), Their ownership is also described in the intellectual rights law (#2121/1993), but above all... They belong to the... Archaeologist who discovered them They belong to the... Archaeologist who discovered them although... There are 10 million tourists per year and There are 10 million tourists per year and Thousands of interested parties (museums, scientists, etc.) Thousands of interested parties (museums, scientists, etc.) Exploitation of Cultural Heritage Information – A need for a European hand? – Paphos, September 10-11 2007 No mention at all to digital content orphan works

Are these “PSI” ?? A multitude of (digital) products is rapidly produced A multitude of (digital) products is rapidly produced A multitude of experts (other than archaeologists) were involved in their production A multitude of experts (other than archaeologists) were involved in their production Their re-use does not -by any means- affect the integrity of the prototype Their re-use does not -by any means- affect the integrity of the prototype It is estimated that there is increasing demand for their re-use for the benefit of all parts (industry and society) It is estimated that there is increasing demand for their re-use for the benefit of all parts (industry and society) Copyright issues may easily be resolved Copyright issues may easily be resolved After all CH belongs to mankind After all CH belongs to mankind Exploitation of Cultural Heritage Information – A need for a European hand? – Paphos, September 10-11 2007

For the above to become true... Raw and processed digital content should be available both off-line AND on-line Raw and processed digital content should be available both off-line AND on-line Standards should be developed and adopted, both technological and legal Standards should be developed and adopted, both technological and legal A relevant European body should perhaps be established A relevant European body should perhaps be established A digital library should be established with sub-libraries in all EU member states A digital library should be established with sub-libraries in all EU member states Exploitation of Cultural Heritage Information – A need for a European hand? – Paphos, September 10-11 2007
