PRIORITY AXIS 1 : Promoting Mediterranea n innovation capacities to develop smart and sustainable growth Specific Objective 1.1: To increase transnational activity of innovative clusters and networks of key sectors of the MED area Thematic keywords: Blue and green growth, creative industries and social innovation Types of action: The development of clusters and networks, development of models and tools, transfer of knowledge, as well as awareness-raising and capitalisation activities Key target groups: SMEs, economic operators and structures accompanying them; public authorities and research structures; Available ERDF budget : 72 Mio € Available IPA budget: 3 Mio € = 32% of ERDF and IPA budget Private co-financing for ERDF partners DRAFT

PRIORITY AXIS 2: Fostering low carbon strategies and energy efficiency in specific MED territories: cities, islands and remote areas Available ERDF budget : 45 Mio € Available IPA budget: 1,9 Mio € = 20% of ERDF and IPA budget Private co-financing for ERDF partners Specific Objective 2.1: To raise capacity for better management of energy in public buildings at transnational level Specific Objective 2.2: To increase the share of renewable local energy sources in energy mix strategies and plans in MED territories Specific Objective 2.3: To increase capacity to use existing low carbon transport systems and multimodal connections among them Thematic keywords: Reduction of Green House Gas emissions, increase energy efficiency and promotion of renewable energy Types of action: Strategy building, capacity building, awareness raising, training and changing practices; Feasibility studies and analyses, elaborating policy plans, services and tools; Possibility for small-scale investments Key target groups: Public authorities, research structures, enterprises, NGO’s/civil society structures (end user role) DRAFT

Specific Objective 3.1: To enhance sustainable development policies for more efficient valorisation of natural resources and cultural heritage in coastal and adjacent maritime areas Specific Objective 3.2: To maintain biodiversity and natural ecosystems through strengthening the management and networking of protected areas Thematic keywords: Attractiveness of coastal areas, environmental strain of urban development, geographical constraints and consequences of climate change; Potential of new employment creation for the future. Types of actions: Designing common approaches and strategies at transnational level -Strategies, policies, tools for sustainable tourism management -Enhancing policy developments -Developing decision support tools -Drafting transnational and interregional action plans and integrating existing plans and strategies -Developing integrated strategies and tools for the management of conflicts for the use of natural resources Pilot demonstration activities -Testing public policies -Pilot actions to combine mass tourism with the protection of MED natural and cultural heritage -Testing regional and inter-sectoral resource management plans Transfer, dissemination, capitalisation activities -Implementing and animating sustainable cooperation systems between the authorities in charge of the management and the update of strategies and solutions -Sharing technologies, know-how and standards -Harmonising environmental management concepts and tools at transnational level -Valorisation of cultural heritage and in particular improving management of heritage sites -Transferring systems SPECIFIC PRIORITY AXIS 3.1: To enhance sustainable developmen t policies for more efficient valorisation of natural resources and cultural heritage in coastal and adjacent maritime areas

To strengthen the capacities to adapt and improve protection measures to maintain the biodiversity and natural eco-systems Supporting and strengthening capacities of protected areas Setting common tools and methodologies and strengthening of networks between protected areas Cooperation between protected areas and regional partners (public authorities) Definition of common answers regarding strategies, management structures and governance mechanisms Types of actions: Designing common approaches and strategies at transnational level Studying and mapping certain categories of ecosystems and their principal threats in order to improve their understanding, management and protection Developing information services Developing protection plans Creating or developing networks of experts to support public authorities in decision making processes Developing integrated strategies and tools for the sustainable management of protected and highly valuable areas (biodiversity, landscapes, eco-systems, etc.) Drafting public policies Promoting joint charters, protocols, and MoU in implementing management strategies for sustainable management of protected areas Addressing pollution or deterioration of protected natural habitats (including water and waste management) SPECIFIC PRIORITY AXIS 3.2: To maintain biodiversity and natural ecosystems through strengthening the management and networking of protected areas

Specific attention to four types of areas: Coastal areas with high level of attractiveness, important concentration of activities and fragility of natural and cultural resources Urban areas as centres of innovation and socioeconomic activities and which are confronted to strong environmental challenges with pollution and GHG emissions Islands that cover 4% of the Mediterranean and represent a major economic, environmental and cultural dimension of the MED area Rural areas characterised by rural activities and low density of population. Their development is hampered by geographical isolation and/or demographic and environmental changes Territorial and integrated approach of the MED programme The MED Programme 2014-2020 DRAFT
