13 OSDBU GOVERNMENT-WIDE PROCUREMENT GOALS Section 15(g) of the Small Business Act establishes the following minimum goals for the Federal Government: Small Business (All categories) – 23% Small Disadvantaged Business (SDB & 8a) – 5% Women-Owned Small Business (WOSB) - 5% HUBZone Small Business - 3% Service-Disabled Veteran-Owned SB - 3%

23 OSDBU NATIONAL INFORMATION CLEARINGHOUSE (NIC) The NIC serves as a central point of contact for the dissemination of program and procurement information, procurement forecasts, forms, data, public laws, orders and other similar information of interest to the small business community. 24 OSDBU FINANCIAL ASSISTANCE DIVISION SHORT TERM LENDING PROGRAM (STLP) Guarantee loan program to assist certified small businesses as they work on DOT-funded and DOT-assisted transportation related contracts at the local, state and federal levels

25 OSDBU SHORT-TERM LENDING PROGRAM Provides line of credit for accounts receivable arising from transportation related contracts Primary collateral is proceeds of the transportation contract(s) Can be renewed (max. length in program is 5 yrs) Maximum loan amount $750,000 Funds are borrowed against each invoice of the contract(s) Repayment occurs as the project owner or prime contractor pays the invoice Interest rate – Prime plus two percent

26 OSDBU SHORT-TERM LENDING PROGRAM A company must have a transportation related contract (maintenance, rehabilitation, restructuring, improvement, revitalization) Certified as a DBE by an agency applying DOT certification guidelines or as a small business by the U.S. Small Business Administration

27 OSDBU SHORT-TERM LENDING PROGRAM NON ELIGIBLE ACTIVITIES X Contract mobilization; equipment purchases or other long term uses; refinance of existing debt; payment of non-current taxes; distributions or other payments to stock holders.

28 OSDBU SHORT-TERM LENDING PROGRAM The STLP is administered by the DOT OSDBU through cooperative agreements between DOT and several STLP banks Loan documentation and financing transactions are performed by the STLP bank
