3. Discussion & Questions Will the Council take over this standards setting responsibility? What should the role of QTCO be then? White paper places M&E in NSA - what’s will the relationship between NSA and New skills council be? Moving QA to QCTO? Set up a new structure believing things will change? It takes at least 5 years for a new organisation to mature. How can we fast track what we have instead of proposing new structures.

Discussion & Questions The system is confusing because there are many bodies - consolidate instead of building new structures What is the mandate of all structures - align for common purpose SAQA/QCTO/SETAs Silos - who’s looking at the big picture of what’s needed in the long term? Change management-risk and cost/benefit analysis

5. Feedback Have we elevated SETAs to a national priority and are their skills relevant? Is the system failing us? Are we not duplicating the system collectively? Look at the skills research. Why need 21 SETAs in the Western Cape? Can’t we prioritize? Need more Qualitative than Quantitative approach
