PD 1566 RA 10121 Assumes that disasters cannot be avoided Most plans were on the provision of relief goods & infra like dike & flood control systems (reactive) Government response was focused on disaster response Transforms & reforms the way we deal with disasters that impact of disasters can be reduced by addressing the root cause of disaster risks from disaster response to risk reduction emphasis on strengthening peoples’ capacity to absorb stress Proactive and developmental approach in managing disaster Ability to anticipate, respond to and recover from..,

14 Sec 21 of RA 10121 Local Disaster Risk Reduction and Management Fund (LDRRMF). Not less than five percent (5%) of IRA and estimated revenue from regular sources shall be set aside as the LDRRMF 70% will be used to support disaster risk management activities such as, but not limited to, pre-disaster preparedness programs including training, purchasing life-saving rescue equipment, supplies and medicines, for post-disaster activities, and for the payment of premiums on calamity insurance 30% shall be allocated as Quick Response Fund (QRF) or stand-by fund for relief and recovery programs

17 AMENDING DILG-DBM JOINT MEMORANDUMCIRCULAR NO
AMENDING DILG-DBM JOINT MEMORANDUMCIRCULAR NO. 1, (2005) ENTITLED, "GUIDELINES ON THE APPROPRIATION AND UTILIZATION OF THE 20% OF THE IRA FOR DEVELOPMENT PROJECTS" Joint DILG-DBM Memorandum Circular enumerated the projects covered by the 20% development fund which now include projects to address and respond to natural and man-made disasters and calamities. Under the guidelines, the 20% IRA can now be used for the construction or rehabilitation of evacuation centers; purchase or repair of area-wide calamity related alarm or warning system; purchase or repair of appropriate calamity-related rescue operations equipment such as inflatable boats, breathing apparatus, extraction tools, fire extinguishers, chainsaws, 2-way handheld radios and the like. 20 Coordination During Emergencies

21 Coordination During Emergencies
The BDC, if a barangay is affected Barangay Disaster Council If two (2) or more barangays are affected City or Municipal DRRMC if two (2) or more cities/ municipalities are affected Provincial DRRMC if two (2) or more provinces are affected Regional if two (2) or more regions are affected NDRRMC

22 Declaration of State of Calamity
The National Council shall recommend to the President of the Philippines the declaration of a cluster of barangays, municipalities, cities, provinces, and regions under a state of calamity, and the lifting thereof, based on the criteria set by the National Council. The President's declaration may warrant international humanitarian assistance as deemed necessary. The declaration and lifting of the state of calamity may also be issued by the local sanggunian, upon the recommendation of the LDRRMC, based on the results of the damage assessment and needs analysis.
