Non-selection of any city or town in this list, in no way, belittles the importance or greatness of that place ;
It’s just that, only 50 cities & 150 towns are asked to be selected in this task and it’s obvious that, some deserving places might have been missed, but in no way, it means any disrespect or ignoring of that place;

In a country as vast as India, it’s not easy to finalize one and only model for handling waste management.
Each city, each town, each area may have its own uniqueness, may need city / town specific (if not area!) plan / approach to handle / manage the waste !
It could be anything, either by Govt. agencies or through contract or through PPP, depending on dynamics & economics of the region / corporation / municipalities etc.

54. Waste Management Model for the implementation of plan
Decision depends on resources currently available with agencies concerned (manpower / machineries etc..), location of disposal / method of disposal and each city / town may need specific plan / approach
For metros like Delhi, Mumbai, Chennai, Kolkatta, B’lore, H’bad etc.., volume of waste to be handled is quite huge and voluminous and better to engage private agencies THROUGH PPP MODEL, in view of the limited staff / machineries available with government departments concerned TO HANDLE HUGE WASTE

55. Types of Solid / Liquid Waste (Bio-degradable/Non – Biodegradable)
Although there are many types of wastes, for this task, are broadly classified into :
1. Domestic Waste : Generated at home
2. Public Waste : Generated at public places, roads markets, public transport/ train /bus
/ bus stops / stations, etc..
3. Industrial Waste : Generated by Industries, incl waste generated by Hotels, Offices, Factories, Const. industries etc..
4. Natural Waste : Waste generated by nature
(eg. dust, tree leaves, mud, rain
water etc..)

56. Liquid Waste Management
For managing Liquid Waste Management, we need to have Sewage Treatment Plant (STPs) in all cities / big cities / towns, wherever sewage drain lines are already - laid
Treated water generated from STP shall have separate pipelines in new smart cities being built and shall be used for gardening; for all other places, separate dedicated tankers to be hired for transporting water from STP to these gardens ;
All Gardens shall have a sep. tank for STP treated water, which can be watered to plants, instead of domestic water
No open drainage / nullah of sewage water shall be allowed hence forth in any new smart cities being built ; possibility of closing existing open nullahs in other cities / towns needs to be explored ;

57. Solid Waste Management Waste Separation – A complex issue !
Campaign to separate bio-degradable & non-bio degradable waste, at the source end itself
Separation of waste is a complex issue, which needs much education / campaign, which can flow, first from metros and then to cities, towns and then to grass roots
Separation of the waste, if done, needs better logistics and disposal methods to handle them ;
Possibility of using bio-degradble waste as fuel to bio gas plants / generation of organic manure needs to be explored

To begin with, all hotels / canteens / vegetable-fruit market stake holders should be told to segregate their waste into bio – degradable and non-bio degradable waste
The waste generated by the above group is a major one and the above waste can be used for recycling as a bio fuel or organic manure / compost etc..
Citizens of metros & big cities can be urged first to segregate their waste accordingly ; but the intermediate collection point between the homes and ultimate destination should also have separate dust bins for two – three types of wastes

61. Ways to reduce littering Few immediate measures for implementation
Dust bins at regular intervals in all public places / roads and importantly, a fool proof mechanism to clear the same on a regular / daily basis
Provision of dust bins at all bus stops / railway stations
Provision of Sulabh Shouchalaya type toilets at all bus stations / near railway stations etc.., to begin with, and later on, at least one such place, every 1 – 2 sq. km area
Provision of separate dust bins (food waste & Plastic / paper etc..) in bus stations / railway coaches / stations etc.. & mechanism to clear it without fail
