3. Providence is growing, becoming more diverse, and getting younger. The city grew by 8%, the state only by 4.5%. Fastest growing city in New England and now 2 nd largest. Minority pop. increased 65% – City now 45% non-Hispanic White. Hispanic growth – Population doubled since 1990, now 30% of city. City has 17% overall state pop. – and 50% of state minority pop. 1 in 4 people in city under 18 – 11% increase since 1990. Under 18 population is 75% minority – and 45% Hispanic.

EDUCATION 38 of 45 schools were in need of improvement as of School Year 2003-04; only 2 were high performing. 15 schools were improving or making progress, but almost twice as many (29) showed insufficient progress. The district had a SY2004-05 school mobility rate of 36% compared to 17% statewide. - Mobility rate is the total number of students entering or leaving a school between October 1st and June 1st divided by the average daily membership in the school. Providence suffers from low student achievement, significant student mobility, and a high dropout rate. The district had a SY2004-05 dropout rate of 27% compared to 15% statewide.
