3. 3 Introduction The Office of The First Lady  The Office of The First Lady (OFL) aims to provide the highest standard of support for the work of The First Lady.  The mission of the OFL is to ensure that the strategy objectives of The First Lady are successfully implemented while maintaining a positive public image.  The OFL’s work is guided by the following values: Passion: Sharing and demonstrating the passion towards the good of Syria’s tomorrow Transparency: Open & respectful in all communications internally and externally Integrity: Strive for excellence in execution  The Role The First Lady is founded upon Her Excellency’s commitment to His Excellency, The President whom The First Lady supports through her public diplomacy and through her work.  Her Excellency's work is dedicated to Syria’s future and development by harnessing the talents and potential of Syrian people.  The efforts of Her Excellency are framed in three guiding principles : Identity, Inclusion & opportunity. 4. 4 Strategic Framework Meta Objectives Engaging and mobilizing civil society -Enabling a transparent work environment for civil society organizations so their efforts get highlighted - Promoting increased collaboration between the three sectors (civil, public & private) - Supporting NGO’s excellence in execution - Promoting participation with civil society internationally to share learning, broaden understanding & enrich development approaches Inspiring & equipping Syria’s youth for Participation -Supporting organisations create youth related initiatives in various areas - Promoting youth leadership -Ensuring the inclusion of youth with limited access to opportunities - Enabling greater youth national connections & encouraging technology early adoption -Promoting the new face of Syria by supporting international youth learning exchange Engaging & advancing cultural renewal -Supporting national/ international collaborative initiatives aimed at cultural transformation -Expanding the educational, inspirational & identity shaping contributions of cultural and heritage institutions for all Syrians - Promoting the innovative creation of unique forums that incorporate the best of the past to support the future - Highlighting the impact of Syria’s culture & heritage on the country's socioeconomic development -Promoting the greater positioning of Syria’s culture & heritage globally Within the frame of the above guiding principles, the Office of The First Lady is working on three main areas which represents the strategic meta objectives for Her Excellency’s projects & Initiatives. 8. 8 Projects & Initiatives Unit (P&I) * Roles & Responsibilities* The Role of The P&I Unit  Support Her Excellency's strategy by setting the overall mission & vision and meta objectives.  Design & implement projects & initiatives.  Manage and maximise the impact projects & initiatives.  Recommend & highlight any potential projects that falls with in the office’s meta objectives Projects Selection Criteria  Related: Fits within the First Lady’s vision & the OFL’s meta objectives  Measurable: Has a clear defined impact on the society  Feasible: The availability of the right resources and knowhow for implementation The Role of The P&I Director  Set the strategy of Her Excellency’s projects & initiatives  Supervise the management of the projects & initiatives to ensure the maximum impact  Priories the work with the Executive Aides to ensure the effective forward move of projects & initiatives  Liaise with the Government on strategic matters regarding projects & initiatives The Role of The P&I Executive Aide  Manage the cycle of assigned projects (project design, implementation and evaluation)  Liaise with partners to advance projects implementation

9. 9 Projects & Initiatives ProjectYouth Agenda Description A campaign for cultural change to unleash the potential of Syrian youth so that they constructively engage and take greater responsibility for their own future and services to their country. Purpose & Objectives Purpose  Shift the mindset of youth to realize their own agency and for society at large to both encourage and allow for youth engagement and initiative. Objectives  Helping youth to become initiators in their lives and communities.  Supporting youth led projects and initiatives for improving their own lives and that of their communities.  Catalyzing a broader movement across Syrian society that places youth at the center. 10. 10 Projects & Initiatives ProjectSyrian National Museums Transformation Description The project was initially a cooperation idea between the Louvre Museum in France and Syria; however the idea had evolved into a new initiative to transform Syria’s National museums and fundamentally re- conceptualize the role of these museums in Syria’s history, culture and economy, this programme will elevate the role these museums play in Syria’s history, culture, modern economy, and society. It will also reshape how Syria’s cultural heritage is experienced and presented. Purpose & Objectives Purpose  Improve the quality and access of Syria’s rich history by promoting the story of Syria as core to the story of humanity and the development of civilization. Objectives  Reflect the historical culture of Syria, preserve the National historical treasures and create a knowledge economic impact through cultural capacity building.  Modernize and elevate museums role as a pillar of promoting Syria internationally. Purpose & Objectives Purpose  To reflect our culture by saving and promoting our living heritage and highlighting it to the international committee. 12. 12 Projects & Initiatives ProjectSpecial Olympics – 7 th Regional Games Description Syria will host The Special Olympics 7 th Regional Games between September 25 th and October 3 rd 2010. The largest regional sporting event for people with intellectual disability will witness the participation of 2900 players from 22 countries Purpose & Objectives Purpose  To expand opportunities offered for people with intellectual disabilities so they have a chance through the provision of quality sports, training and competitions to improve their lives and take a role in the society. Objectives  Celebrate the achievements of the Special Olympics athletes and encourage their ongoing participation in sports.  Highlight Syria as a main player in supporting the disability sector.  Create opportunities for interaction and engagement between NGOs, civil society, public and private sectors and people with intellectual disabilities through the Special Olympics. 13. 13 Projects & Initiatives ProjectSyrian Expatriates Fund Description The project was created based on demand from the Syrian expatriates to contribute to Syria's development and link themselves to the country in manners that could help the country both financially and expert know how and in kind contribution of capital projects and to projects seen part of the national development priorities. Purpose & Objectives Purpose  Create a successful funds programme to enable the Syrian government to work hand in hand with Syrian expatriates whose desire to give back to their country in the form of wealth and experience. Objectives  Channel the financial recourses and expert know-how of the Syrian expatriate community towards helping Syria achieve its development goals.  Mobilize and manage resources for the benefit of development projects in Syria, proposed and/or implemented by accredited organizations (governmental; private; civil and charitable). 14. 14 Projects & Initiatives ProjectOpera House & Musical Scene Reformation Description Articulating Dar Al Assad’s significant role in building a reliable musical infrastructure powered by the participation of local and international cultural and musical foundations. Purpose & Objectives Purpose:  To uphold Syrian musical scene and experience to international standards by creating a high level of musician and audience. Objectives  Conceptualize and implement a musical infrastructure in Syria to ensure a highly developed musicians and audience.  Highlight Syria on the international musical institutions map.  Creating a musical methodological linkage between Syrian cultural entities and Opera house to achieve an integrated musical scene.
