18 Georgia Professional Standards Commission Teacher Shortage Fall 2008 Shortage is defined here as teachers of record (classroom teachers) who lack full certification, or in Georgia terminology Clear Renewable certification. These data are reported in terms of Full-Time Equivalents (FTEs). Some individuals teach in multiple areas. Many teach as only part of their total responsibilities. There were a total of 121,936 educators who were reported to have been teacher of record for at least part of the day during the fall count taken in October, 2008.
