11. Anti-Federalists  Thought a strong Federal government defeated the purpose of the Revolutionary War  They believed that the proposed Constitution would protect neither the states power nor the peoples freedom

12. The Constitution is RatifiedThe Constitution is Ratified  The Constitution did not contain a Bill of Rights  States suggested adding a Bill of Rights if ratified  The new government began on April 30, 1789  George Washington was sworn in as the first President
