For 2010 Statistics Canada said: 6 million tonnes disposed 753,000 tonnes diverted Diversion rate of 11% (steady decline since the 90s) Lots of concerns with data: Misses activities outside traditional waste management sector Does not highlight potential markets that may be working 4

5 5 Seriously What Do We Really Know? Simple math from other sources: 3M tonnes landfilled in US (US DEQs) 6.5M tonnes landfilled in Ontario in largest landfills Subtract 2.5M tonnes of residential waste Total of over 7M of Ontario IC&I waste landfilled. Confidence that a large amount of IC&I waste is sent to landfill 5 5

6 6 What about Diversion? Certain material streams and industries that likely have high diversion rates: Materials with high value – corrugated cardboard, scrap metals (white goods, vehicles) Large manufacturers – economies of scale Lots are making waste diversion claims but don’t seem to match disposal rates. Are they false claims? Lack of oversight? Reality of markets? 6

8 8 Addressing the Gaps OWMA Facility Survey OWMA data collection & analysis platform First facility survey launched last week for landfills Surveys on organics processing facilities, MRFs & transfer stations to follow Ministry of Environment & Climate Change MOECC has tendered studies for organics, printed paper & packaging and construction and demolition waste 8

9 9 Addressing the Gaps Canadian Council of Ministers of Environment Exploring improving waste management data collection and potential standardized metrics Canadian Standards Association OWMA supported development of a guideline for establish a set of common definitions, performance metrics and reporting requirements in the management of end-of-life (EOL) materials. Will be published by September 9

10 Recycling Council of Ontario 3RCERTIFIED: PROGRAM OVERVIEW Points-based certification program for organizations in the Industrial, Commercial and Institutional (IC&I) sectors. Engages waste generators by providing recognition for excellence in waste reduction performance and management. Based on holistic assessment of waste management program, with emphasis on continuous improvement. Standardizes waste measurement and tracking. Awarded on a per-site basis by satisfying required criteria and achieving a minimum score of 60 per cent. Four certification levels: 10

11 BENCHMARKING PERFORMANCE Recycling Council of Ontario National Solid Waste Benchmarking Study The first non-residential waste performance benchmarking study of its kind in Canada 517 office and retail buildings from Ontario, the majority located in Toronto. 13 13 ReThink Waste Report – Evolution Towards a Circular Economy The circular economy seeks to create and enhance effective flows by making them feedback rich and to maintain, rebuild and regenerate capital (natural, social and economic) by setting system conditions which will enable this “circularity”. - Ken Webster, Ellen MacArthur Foundation EPR not a silver bullet and not necessarily the most efficient or effective for the IC&I sectors Focus on addressing: Information / Oversight / Enforcement; Environmental Standards; Economics 13

Growing trend in the US & trend at driving diversion in the IC&I sectors Circular economy package in Europe expected to return in the Fall Much more focus in Europe on building strong end markets (Minimum recycled content, minimum public procurement requirements, eco-design & eco-labelling) 14
