5 www.ciheam.org Dates back to early 2000’s with the organization of a specialized conference on “ Gender and water resources management in the Mediterranean area” (Cairo, Egypt) In 2008 CIHEAM-IAMBari has promoted the establishment in Lebanon of a National Observatory for Women in Agriculture and Rural Areas – NOWARA INVOLVEMENT OF CIHEAM-BARI IN THE FIELD OF “WOMEN’s EMPOWERMENT” Eversince CIHEAM-IAMBari is actively involved in this field and has been assigned two development projects by the European Union: INGEDI (“Integration of Gender dimension in Water Management in the Mediterranean Region”) in 2005 and GEWAMED (“Mainstreaming Gender dimension into water resources development and management in the Mediterranean Region”) in 2006 INGEDI In 2012, building on the experience of "GEWAMED" project a new NETWORK has been launched. The name of this network is G.EM.NET (Gender empowerment for a sustainable rural development). 2002 20052006 2008 2012

6 www.ciheam.org The marginalization of women in rural areas The marginalization of women in rural areas prevents the actions for development from being sustainable. To promote gender equality and women empowerment in less advanced countries and/or in more disadvantaged areas partner cooperation countries should agree, at national and Regional level, on what is meant by women empowerment and on gender mainstreaming strategic lines.

7 www.ciheam.org The orientations Two orientations have always to be taken into consideration by the international cooperation operators : To promote specific programmes for women empowerment and capacity building at institutional level; To encourage and promote gender mainstreaming actions in the field of food security and safety and environment, in order to enhance women’s role in the field of poverty reduction.

8 www.ciheam.org Cooperation actions toward the recognition of women’s role To establish effective mainstreaming actions it is necessary that: development actors define the concept of women’s empowerment they intend to apply; cooperation partners negotiate a strategic pathway in order to apply a systematic mechanism; staff of concerned institutions, the civil society and the private sector are trained in collecting proper data and monitoring indicators.

10 www.ciheam.org Feeding Knowledge, an initiative whose aim is creating opportunities for dialogue and development through the collaboration among Mediterranean experts and the identification of local needs on research, innovation and transfer of knowledge. Feeding Knowledge and the BEST PRACTICES on GENDER 5 priorities Sustainable development of small rural communities in marginal areas Priorityn°4 12% of the total BSDPs admitted has a focus on GENDER issues. Asia and Africa are the continents with the highest number of BSDPs on GENDER.
