 Formerly knows as MEQA, a Momentum Strategy & Research project  Grown into an initiative in partnership with RAPSA and state level opportunity youth collaboratives  Long-term objective of becoming an independent organization What is the NOYC?

Mission of the NOYC Increase the number of quality options for Opportunity Youth through improved data, accountability systems, and collaboration.

NOYC Goals  Comprehensive Data Repository of student performance data and related information  Improved Accountability Practices built around Mutually Agreed-upon, Rigorous Accountability plans  Improved Public Policy at state and local levels

Collaborative Model  Partners (MSR, RAPSA) Providing data, policy and implementation support  State Opportunity Youth Collaboratives Made up of supporting organizations such as schools, authorizers, districts, and state departments organized in support of improving opportunities  California  Minnesota  South Carolina

Theory of Action Improved School Options Data & Analysis Policy Actblty Practices

 Share research and practices  Collect student level performance and assessment data  Include both academic and non- academic measures  Analyze data to find typical performance and growth patterns to inform appropriate and relevant targets for students and schools. Data & Information Repository

Data & Information Repository Phases of Development and the Corresponding User Interactions within the Data Repository Phase-User InteractionTypes of Data National Alternative Accountability Policy Landscape School Characteristics, Mission, Demographics Student & School Performance data Phase 1-Review Users can view a repository of documents on relevant state and authorizer systems. Users can search for schools by mission, student population, etc. Users can view documents from research and practice with other schools and authorizers. Phase 2- Aggregate Users will have access to a number of reports comparing state level data alongside state policy features Users will have access to a number of comparative school-level data analysis based on school features. Users will have access to aggregated student performance data based on specific measures for the most commonly used assessments. Phase 3- Analyze Users will be able to analyze school performance data allowing them to see how similar schools perform, or how schools in states with specific policy features perform— integrating all three types of data into one analytic system, with visual, interactive outputs.

Data and Information Repository  Database of AECs across the country including information on 2,600 schools  Database of State Alternative Accountability Policies  Initial phase collection of student performance information

Developed and piloting performance frameworks based upon our “MARA” process: Mutually-agreed upon, Rigorous Accountability  Current facilitation and framework development with state and local collaborative efforts  Shaping policy through pilot efforts for “proof of concept” Improved Accountability Systems

Accountability Systems Authorizer and district survey  Going live this month  Identifying priority information needed by authorizers and school districts  Continually growing repository of information to support improved systems

Improved Public Policy  National repository of policy features related to alternative accountability  Organized around “model” elements of effective policy  Provides analytical tool to assess the strength of state policy efforts  Supporting state collaborative work to improve policy

Partnerships  National partners  National Advisory Board, Technical Advisory Panel  State collaboratives  Participation in survey efforts and data collection  Development assistance

Next Stage Development  Continued support in the research and collection of performance measures and metrics  Continued development of accountability frameworks, and renewal processes  Support for state policy efforts  Development and selection of “systems”  Development of school improvement support through data and information repository
