Rahmenprogramm - Vienna, 19 December 2006 EUROPEAN COMMISSION – DG ENTR ESRAB European Security Research Advisory Board: 4/2005 – 12/2006  ESRAB was composed of 50 High Level Members (national public authorities, industry, research institutes and specialist think tanks) and supported by 300 experts.  ESRAB was supported by 5 Members of the European Parliament and representatives from 14 different European Commission services

Rahmenprogramm - Vienna, 19 December 2006 EUROPEAN COMMISSION – DG ENTR ESRAB Methodology: from missions to technologies  ESRAB focused on 4 mission areas:  protection against terrorism and organised crime,  border security,  critical infrastructure protection  restoring security in case of crisis  From the analysis of these 4 security missions, capability requirements were described, grouped into functional areas, and then supporting technologies identified.

Rahmenprogramm - Vienna, 19 December 2006 EUROPEAN COMMISSION – DG ENTR Article 33 Rules for participation: Upper funding limits Collaborative Projects  Up to 75% for non ‑ profit public bodies, secondary and higher education establishments, research organisations and SMEs  Up to 50% for large industry  For the Security theme up to 75% in the case of the development of capabilities in domains with very limited market size and a risk of "market failure" and for accelerated equipment development in response to new threats Needs to be convincingly demonstrated in the proposal Coordination and support actions  Up to 100%

Rahmenprogramm - Vienna, 19 December 2006 EUROPEAN COMMISSION – DG ENTR  In the case of indirect actions in the field of security research, the grant agreement may lay down specific provisions in particular on changes to the consortium's composition, confidentiality, classification of information and information to Member States, dissemination, access rights, transfer of ownership of foreground and the use thereof. Rahmenprogramm - Vienna, 19 December 2006 EUROPEAN COMMISSION – DG ENTR International cooperation  Definition: Third countries which are not associated countries  General rule: welcome  Need to justify the benefit of the international cooperation  Own financing except for developing countries  Security research can specify exceptions to the general rule in the work programme (e.g. specific topics)  In 2007, all topics are proposed to be open to international cooperation

Rahmenprogramm - Vienna, 19 December 2006 EUROPEAN COMMISSION – DG ENTR Sensitive and classified actions A sensitive RTD action is an action that needs:  Handling of classified information  Exchange of sensitive material (need for transfer or export licence)  Addressing a topic subject to specific national or international legal restrictions Identification of sensitive actions by:  Proposers  Evaluators  Commission  Programme Committee  In 2007, proposals are not allowed to contain classified information. However, actions can deal with sensitive or classified information

Rahmenprogramm - Vienna, 19 December 2006 EUROPEAN COMMISSION – DG ENTR SAL Security Aspects Letter SAL must be part of the proposal and contains:  Level of classification of background and foreground  Requirement to have export or transfer licences  Mapping of the access of participants to information  Clearances (or requests)  Export or transfer licences (or requests)  Any national or international security legal restriction The SAL will be evaluated by the evaluators The evaluators may also flag as sensitive proposals without SAL
