„Towards the Learning Society“ Theoretical Concepts and EU Learning Related Policies 2nd EURONE&T Workshop April 22-23, 2002 Athens EU Policies on Benchmarking Science, Research and Technology Development Josef Hochgerner Zentrum für Soziale Innovation

SCIENCE - LEARNING - TECHNOLOGY INFORMATION SOCIETY

CHALLENGES OF THE LEARNING SOCIETY Population growth Environmental issues Unemployment Polarised income distribution Decreasing welfare indicated by ISEW Working conditions and business organisation Knowledge economy Societal continuity and disruptions

ECONOMY AND SOCIETY IN TRANSITION Cultural bridges: New methods of work, organisation and learning Industrial Society Industrial production of goods and services transformed agrarian society  Value creation: Goods and services  Productive factors: Soil + Labour + Capital  Success dependent on efficient use of labour [20th century] Information Society Information networks and the knowledge economy transforming industrial society  Value creation: Knowledge and access  Productive factors: Soil + Labour + Capital + Information  Success dependent on efficient use of resources [21st century]

„eEurope“: Activities and policies concerning the development of the  European Research Area  6th Framework Programme  Benchmarking RTD  Mapping of Excellence EU LEARNING RELATED POLICIES

EUROPEAN RESEARCH AREA - ERA A new era promoting and facilitating... ê real transnational research in general ê more coherent implementation of national and EU RTD systems ê scientific cooperation between researchers of all regions in Europe ê increased prominence of women in science ê greater mobility of researchers ê attraction of young people and researchers from abroad  common social and ethical values in scientific and technological matters

6th FRAMEWORK PROGRAMME Instruments  Shared cost projects ± 40% of the global budget  Integrated projects 3-5 years, 15 mEuro+  Networks of Excellence 5 years or more, very few Thematic priorities  Genomics & Biotechnology  Information Society Technologies  Nanosciences & materials  Aeronautics & Space  Food Quality & Safety  Sustainability & Ecosystems  The Knowledge-based Society Invitation to submit Expressions of Interest: March 20 - June 7, 2002

FP6 - SOCIO-ECONOMIC RESEARCH TOPICS Priority 7: Citizens and Governance in a Knowledge based society ê Knowledge-based society and social cohesion Ý Knowledge and its impact on economic and social development Ý Choices for the development of a knowledge-based society Ý The variety paths towards a knowledge society ê Citizenship, democracy and new forms of governance Þ Implications of European integration and enlargement Þ Areas of responsibility and new forms of multi-level governance Þ Resolution of conflicts and restoration of peace and justice Þ New forms of citzenship and cultural identities Priority 2: Information Society Technologies  Research addressing societal changes (inclusion, health, security etc.)

BENCHMARKING RTD Benchmarking Research Policies and National / European Innovation Systems - introductory measures: ê The Lisbon summit, March 2000 ê The establishment of a HLG (EC and MS) on “Benchmarking, Mapping of Excellence and Co-ordination of National Policies” ê Implementation of five Expert Groups (2 input, 2 output, 1 framework): Ý Human resources in RTD Ý Public and private investment in RTD Ý Scientific and technological productivity Ý Impact of RTD on economic competitiveness and employment Ý Promotion of RTD culture and public understanding of science

BENCHMARKING RTD: FIRST RESULTS World standards  The gap to USA and Japan is increasing  Permanent flow of researchers to the US (EU brain drain)  EU provides relatively higher numbers of PhD graduates  EU lags behind concerning RTD output (S&Tproductivity) National EU comparison êRTD Investments too low to achieve targets set in Lisbon êExceptions with outstanding performance: Finland, Sweden êShortfall of RTD investment is due to the private sector êHuman resource development deserves attention in all MS

Methodology: ê Bibliometric analysis (study contract) ê Patent analysis (study contract) ê Peer review (expert groups, reputation assessment survey) Test areas chosen (“pilot exercise”): ê Life Sciences ê Nanotechnologies ê Ecomomics Timetable: ê October 2000 - early 2003 Expected Impact: ê Results shall become instrumental for the ERA and the FP6 ê Expansion of common knowledge in increasing numbers of areas MAPPING OF EXCELLENCE

IMPACT OF RTD ON THE LEARNING SOCIETY Most relevant areas and critical issues: ê Structures & development of the research sectors ê Barriers to education and research ê Training & career development ê Mobility ê Lack of human resources (researchers and support) ê Expansion and activities of research communities ê Public understanding of science

ISSUES FOR DEBATE AND RESEARCH The new instruments of FP6 ê Scientific results and socio-economic impact ê Participation and developments of research infrastructures ê Managerial capacities Research priorities ê Coverage of research topics related to the learning society ê Coverage of crucial changes involved with the Information Society In search of excellence ê Real measurement, assessement, namedropping ê Consequences regarding national and European research policies ê Comparability across scientific disciplines and research areas ê Centres of Excellence & Networks of Excellence involve institutions ê Excellence in scientific areas involves additional features like communication facilities, traditions/cultures/schools, regulations/IPR
