FP7 Space Theme /2 EUROPEAN COMMISSION – DG ENTR The context: EU Space Policy

FP7 – presentation at Warsaw Space Days 2008, 20 May 2008 EU Flagship activities for Space Galileo – a global positioning system for Europe … public sector governance of the European GNSS programmes … … the Commission should be fully responsible for the overall management of the programmes as the European GNSS Programme Manager… … the European Space Agency (ESA) should act as procurement agent for Galileo… … the European Community should have the ownership of all the tangible and intangible GALILEO and EGNOS assets … GMES « Global Monitoring for Environment and Security » An EU led initiative, in which ESA will implement the space component … … and the Commission will manage actions for identifying and developing services

First large industrial projet of the European Union. First big space project of the European Union. First cooperation between the European Union and the European Space Agency. First major public European infrastructure. First real world public service. Galileo a first … FP7 funding in “Theme Transport” DG in the EC responsible is DG TREN http://cordis.europa.eu

EARTH OBSERVING SYSTEMS (space, airborne, in-situ) PUBLIC POLICIES (Environment & Security) Information Needs (policy driven) Space Agencies In-situ Observing systems Scientific Community EO Value Adding Industry National Governments and Agencies European Union Institutions Inter-Governmental Organisations (IGOs) Non Governmental Organisations (NGOs) GMES Objectives GMES is a joint initiative of the European Commission and ESA. Its objective is to provide relevant information to policy-makers and other users, particularly in relation to environment and security. … started with Baveno Manifesto in 1998 …

European Commission GMES GMES: a multi-purpose tool l observation of the state and evolution of the global environment l monitoring for the EC 6th Environmental Action Plan l aid to civil protection for prevention, monitoring and assessment of natural and man-made hazards l support to EC Common Agricultural, Fisheries and Regional development policies l assistance to development and humanitarian aid l support to the EU Common Foreign and Security Policy (CFSP) and other policies relevant to European citizens’ security

European Commission GMES l Two main implementing mechanisms until 2007: à European Commission - Framework Programmes FP(5) & FP6 (DG Research and DG Information Society) à European Space Agency - GMES Service Element (2002-2008) - Service Consolidation - Scaling-up Services - GMES Preparatory Activities (2005-2007) - Socio-economic studies, Sentinel studies Supporting Programmes

FP7 Space Theme /12 EUROPEAN COMMISSION – DG ENTR GMES - Task ahead  move from the current project oriented approach (R&D projects and existing project applications) to operational services.  to implement a mechanism to validate and transfer the 'know-how' which really corresponds to the user's requirements  A primary task for GMES Bureau via the ‘FTS Implementation Group’ process

FP7 – presentation at Warsaw Space Days 2008, 20 May 2008 FP7 Work Programme FP7FP6

FP7 Space Theme /14 EUROPEAN COMMISSION – DG ENTR GMES - some priorities  Development of multipurpose core-services for Europe  Fast Track Services (Land, Marine, Emergency support)  pre-operational GMES pilot services in new application fields (Atmosphere, Security)  Stimulate development of downstream services in Europe  Address GMES fields that have not been covered in FP6  Coordinated data provision (from space, in-situ)

Space Infrastructure In Situ Infrastructure OBSERVATION INFRASTRUCTURE CORE SERVICES DOWNSTREAM SERVICES Farming ICZM GMES Overall Architecture Added Value Chain Users Air quality Security Emergency Atmosphere Marine Land

FP7 Space Theme /16 EUROPEAN COMMISSION – DG ENTR R&D for GMES in FP7 should:  Make best use of and harmonise existing systems (i.e. SAR-Lupe, Pleiades, Cosmo SkyMed a.o.)  Facilitate interoperability, agree on common standards (INSPIRE directive)  Support the development of new capacities (space based and in-situ) and services  Validate service delivery with users  Ensure conditions for long-term sustainability  Support competitiveness of European industry

FP7 Space Theme /17 EUROPEAN COMMISSION – DG ENTR Strengthening Space Foundations Strengthening Space Foundations – some priorities  New FP7 activity : should ensure complementarity with the extensive activities already undertaken by ESA/member states  Focus on upstream aspects of research (e.g. innovative launch/propulsion technologies, optimal preparation of scientific payloads)  But also downstream aspects (effective exploitation of data produced by missions, contribution to the sustainable provision of critical components)

FP7 Space Theme /18 EUROPEAN COMMISSION – DG ENTR Indicative breakdown of resources 85% (€ 1.2 billion) foreseen for applications (GMES):  About 30% for projects on service development  About 10% for «data procurement» - both space-based (ESA) and in-situ (EEA)  About 45% foreseen for developing space infrastructures (ESA) 15% (€ 0.2 billion) for Space Foundations
