The EU eInfrastructure initiativeDublin, 15 April 20042 Current status of Networks Every European country has its own NREN: –Network infrastructure –Managing organisation –Political support –“guaranteed” financial support over time –NREN’s policies are defined and implemented nationally

The EU eInfrastructure initiativeDublin, 15 April 20043 Current status of Networks Pan-European interconnection is ensured by the collective action of the European Commission AND the European NRENs: GEANT –No European AUP (subsidiarity) –Policies is compromised between EC expectations and NREN constraints –Worldwide extension may conflict with National concerns

The EU eInfrastructure initiativeDublin, 15 April 20044 Current limitations of the network policies AUPs are made on a defensive mode (public funding, Market competition, …) AUPs are designed for controlling national use of resources. AUPs are not designed for dealing with large scale international cooperation Current policy is very protective of the NRENs, but should be adapted to the European Research Area

The EU eInfrastructure initiativeDublin, 15 April 20045 Expected evolution of the network policies Design a global policy for scientific projects Preserve the existing model (because of national policies and funding mechanisms) Broaden the access to the European infrastructure (nationally, internationally) Include properly the e-Infrastructure into the global European Research Infrastructure Policy through the European Strategy Forum for Research Infrastructure (ESFRI)

The EU eInfrastructure initiativeDublin, 15 April 20046 Expected evolution of the network policies Joint work is starting now between GRID and network projects: This should be strenghtened and properly funded! National policies should not be satisfied of using the EC action to harmonize! Do not neglect the regulatory constraints (still unknown by GRIDs, but familiar to NRENs and DANTE).

The EU eInfrastructure initiativeDublin, 15 April 20047 Expectations of the e-Infrastructure E-Infrastructure is not a goal: it should be a tool for Science, Education, Industry and Business Be incentive for e-science actions in all European countries should be the best advertisement for disseminating e- infrastructures Induce better (more efficient) science.
