3 GUIDING QUESTIONS What leads to the spread of democracy? –33% countries in 1980, 46% in 1990, 62% in 2000 –Why Latin America but not FSU, sub-Saharan Africa, much of Asia? –And now the Middle East-North Africa? What are the constraints? –socioeconomic “underdevelopment” –cultural factors (including religion) –historical legacies What do we mean by “democracy”? –elections –civil liberties (including rule of law) –more?

5 PAPER ASSIGNMENT 1. Pick a country (or region) 2. Pick a topic, for example: –Transition and its consequences –Civil-military relations –Channels of representation –Quality of judicial system 3. Find a problem, puzzle, paradox 4. Brainstorm about solutions 5. Review general readings 6. Develop a proposal (2-4 pp./May 05)
