Optional subhead – edit on the slide master bond.org.uk 4 December 2009 – The Lisbon Treaty comes into force New High Representative New EU President Proposal for the establishment of the European External Action Service (EEAS) March 2010, relevant points for development: The EEAS would have control of country allocations, country and regional strategic papers and national and regional indicative programmes for the Development Cooperation Instrument (DCI), the European Development Fund (EDF), the European Instrument for Democracy and Human Rights (EIDHR) and the European Neighbourhood and Partnership Instrument (ENPI), while the European Commission would be responsible for implementation of the programmes. The paper also said that for the DCI and the EDF any proposals... shall be prepared by the relevant services in the EEAS and in the Commission under the direct supervision and guidance of the Commissioner responsible for Development Policy and then jointly submitted with the High Representative for decision by the Commission.
