Action for Global Health, Sala Capranichetta, Piazza Montecitorio, 125, Rome, 9 th February 2009 2 |2 | Background Taskforce launched at UN High-Level Event in New York on 25 September 2008 Recognition internationally that, despite substantial scale up in resources, they were still insufficient to reach the health MDGs The Taskforce established to: 'Explore new sources of finance to help developing countries achieve the health MDGs' Identify and promote innovative financing mechanisms for health results in poor countries Encourage support from potential donors and other opinion formers

Need to distinguish innovative ways of raising new funds, the prime purpose of the TF, from innovative ways of holding them or using them Front loading e.g. International Financing Facility for Immunization IFFIm – way of changing time profile of payments (and ensuring more predictability) Advanced Market Commitments: a way of using funds to ensure R&D Results-based payment – goal is to improve efficiency Airline Tax: innovative way of raising additional funds for health

Action for Global Health, Sala Capranichetta, Piazza Montecitorio, 125, Rome, 9 th February 2009 9 |9 | Mobilising Political Support For Recommendations Taskforce recommendations – focus on a few mechanisms, existing and new if appropriate A group of “Champions” to promote the innovative financing mechanisms recommended by the Taskforce Involve a range of stakeholders - governments, international agencies, foundations and other philanthropic entities, the private sector, NGOs and civil society representatives, including faith-based organisations

Action for Global Health, Sala Capranichetta, Piazza Montecitorio, 125, Rome, 9 th February 2009 10 | Synergies (e.g. IHP+, P4H etc) Task force complements other activities and initiatives focusing on domestic financing and social health protection Flexible, predictable, long term resources from both domestic and international sources Seek to contribute to better coordination of domestic, donor, and additional international funds for health Contribute to improved accountability for health financing at all levels Needs and circumstances of individual countries are met
