1 Update on Electronic Submissions NIH and Grants.gov October 25, 2005

2 Electronic Proposal Submission, NIH and Grants.gov Didn’t they say? –In May 2005 NIH announced: Fall 2005 – begin to pilot live SF424R&R apps using Grants.gov May 2007 - goal is to clear PHS-specific forms to 424RR and NIH instructions September 2007 – open 424RR Submission for “all” applications May 2008 - Mandate 424RR+PHS-specific for “all” apps

3 Now what are they telling us? –In August and September NIH announces: They will begin to transition apps to Grants.gov by individual research program/funding mechanism ALL apps in response to transitioned mechanisms will require electronic submission through Grants.gov on SF424 “forms” Mechanisms not yet transitioned will continue to require submission on PHS398 on paper Submit through Grants.gov using SF424 beginning: –December 1, 2005 – SBIR/STTR (Small Business Research) –December 15, 2005 - R13/U13 (Conference Support) –February 17, 2006 – R36 (Research Dissertation Grant Program) –February 25, 2006 – R15 (Academic Research Enhancement) –June 1, 2006 – R03, R21 & R33 (Small Grant Programs and Exploratory/Development Research) –October 1, 2006 – R01 (Research Project Grant Program) Mid-Nov. 2005 - will post full schedule with all remaining mechanisms By the end of May 2007 require all submissions of all mechanisms through Grants.gov using SF424 family of forms/data set

4 How are we going to do this? Penn’s long term solution: –System to System submission from PennERA to Grants.gov Investigators create their proposals and route them for internal approval in Proposal Development module Resulting Data Set is sent to Grants.gov via XML data-stream Near Term mechanism for electronic submission –Grants.gov PureEdge e-forms solution

7 Using PureEdge and Grants.gov What’s the Basic Process? PI enters Grants.gov –Selects “Getting Started” Selects “grant researcher” –Identifies Funding opportunity –Downloads required software PureEdge Viewer –Downloads application package PI must have NIH Commons account PI must have PDF creation software

8 Pure Edge & Grants.gov Basic Process (cont.) PI completes the application within PureEdge viewer Transmittal and hard copies are processed through the School and delivered to ORS Electronic copy sent to ORS ORS will review and submit to Grants.gov

9 Then…… Application is available for agency validation –Email sent to PI and ORS when received PI and ORS verifies application in NIH Commons within TWO days of receipt of email. –PI and ORS can see validation errors and warnings Errors must be fixed Application must be resubmitted prior to deadline

10 What Does that Mean?? Applications are to be submitted to Grants.gov DAYS ahead of the deadline

11 Time is of the Essence New Forms – New Definitions New process – Unforeseen problems PI’s should request NIH Commons account at least two weeks prior to submission Currently there is no native Macintosh client for PureEdge software –Macintosh users need Windows emulation program and special instructions or work entirely on-line using a Citrix server solution with Grants.gov –Grants.gov promises a real Mac solution for PureEdge sometime in 2006 Subcontracts also required electronically

12 Getting Started Read the instructions and review the tutorial The University is already registered in Grants.gov –Individual PI’s and BA’s do not need to be registered The University has a Data Universal Number System (DUNS) number and is registered in the Central Contractors Registry –Do not reregister the institution All PI’s must be have an account in the NIH Commons PI’s must download and install the free PureEdge viewer
