GROUP 2 Group “discussion” on Digital archiving and Collaboration to enhance access Chair: Paul Ayris Raporteur: Filippos Tsimpoglou

Digital archiving Not all the libraries are well equipped for determining how to undertake digital preservation activity Digital born PhD theses, is the type of documents that are often common in a number of Universities submitted by students, archived by Library personnel Motives for submission (mandatory for the PhD) Priorities ? Criteria ? – Make available what is existing as a collection – Completeness of the collection – Usefulness of information is Unpredictable, therefore it is difficult to establish priorities that will be valid for the future (e.g. genomes). Digitisation of: – Ancient PhD thesis – Printed Journals Collaboration needed Digital curation has to be guaranteed before access is permitted Mixed economy for long term preservation approaches are followed National, institutional commercial (PORTICO digital preservation)

Digital archiving Responsibility for preservation A Question for European Union Insurance policy by consortia, big publishers, mirrored backups,

Collaboration to enhance access Public/private partnerships Reasons for collaboration – Funding – Technology – Dissemination/Access Benefits from public/private partnership has to be recognised But the content owner has to be remained to the public institution Competition rules have to be followed Co-ownership could be an approach Open access has to be provided Experience from institutions/countries: – Openess is widely desired – Flexibility

The digitisation of a cultural heritage of different language has to be covered by public funds

Open Access issues Repositories: Existence, availability – Not yet available in all libraries/institutions Why are repositories not yet full – Researchers do not recognise the benefits – Advocacy takes time Motive - encouraging the researchers – Disseminate the knowledge for the benefits – The “Crème of Science” approach – Business as usual: Cataloguing by library cataloguers

Open Access issues Open Access journals. Encouraging the publication by researchers – Author pays model – Not all the academics understand the model – All Universities in Europe could foster an open access journal – Examining the reasons that the journal prices crisis appeared – Inflation of demand for publication could be confronted,
