National Park Service U.S. Department of the Interior Resource Information Management Division National Information Services Center Office of the Chief Information Officer 2008 GIS & Data Management Conference New Technologies and Old Challenges in the Enterprise GIS Program Allen Sparks Enterprise GIS Program Resource Information Management Division (RIMD) National Information Services Center (NISC) Office of the Chief Information Officer (OCIO)

National Park Service U.S. Department of the Interior Resource Information Management Division National Information Services Center Office of the Chief Information Officer 2008 GIS & Data Management Conference What is EGIS? Definitions: A Geographic Information System (GIS) can be defined as " an organized collection of computer hardware, software, services, geographic data and personnel designed to efficiently capture, store, update, manipulate, analyze, and display all forms of geographically referenced information.” Enterprise GIS (EGIS) is “ the complete organizational approach to sharing, using, and managing geospatial information ”. eGIS is “ the integrated geospatial technology infrastructure delivering spatial information products, services, and standard data sets to all functional elements and business processes of the organization.”

National Park Service U.S. Department of the Interior Resource Information Management Division National Information Services Center Office of the Chief Information Officer 2008 GIS & Data Management Conference EGIS Goals Enterprise GIS in the Park Service must: Ensure the NPS is moving in a unified direction with a common purpose, and in alignment with DOI and Federal initiatives; Provide infrastructure for sharing core data across the service; Reduce the number of "islands”of applications and data; Enable interoperability and scalability; Minimize duplication of effort; and Promote sharing of knowledge and expertise

National Park Service U.S. Department of the Interior Resource Information Management Division National Information Services Center Office of the Chief Information Officer 2008 GIS & Data Management Conference EGIS Goals (Food Court Analogy) NPS has many kitchens in many timezones Good Kitchens, Great Food, Excellent Chefs We all have our Favorite Dishes and know exactly what spices to add. EGIS requires us to work together to produce some standard “dishes for the masses” –Spaghetti, Meatloaf, Ratatouille We need to ensure that all who eat from our collective kitchen have a consistent (enjoyable) experience, and plan to come back and bring their friends.

National Park Service U.S. Department of the Interior Resource Information Management Division National Information Services Center Office of the Chief Information Officer 2008 GIS & Data Management Conference EGIS Goals (Food Court Analogy) Common Tools –Bowls, ovens, mixers, slicers & dicers … Ingredients & Supplies –Rice, beans, flour, veggies, ice, napkins … Cookbook –Recipes … Ordering and Delivery –Food Court “Map” –Shared Menu –Ordering Process –Packaging

National Park Service U.S. Department of the Interior Resource Information Management Division National Information Services Center Office of the Chief Information Officer 2008 GIS & Data Management Conference EGIS Guiding Principles Data subject-matter experts generally reside in park- based field offices; Parks and Regions are the primary editors for most EGIS themes; Park GIS Specialists require tools and documentation in order to adopt common data standards, and guidance on their use and implementation; Data stewardship will be interdisciplinary in nature, requiring contributions of many program areas; GIS processing performance is best when users access locally-stored data; and As park-based data evolve to meet enterprise standards, unforeseen adverse consequences to parks will be identified. EGIS staff will remain cognizant and respectful of emerging problems, and remain adaptive in their solution.

National Park Service U.S. Department of the Interior Resource Information Management Division National Information Services Center Office of the Chief Information Officer 2008 GIS & Data Management Conference An effective NPS EGIS strategy must consider the distributed nature of parks, staff, and projects within the NPS. NPS heterogeneity is incompatible with simplistic "one size fits all" solutions, such as centralizing applications, resources, or park data storage. To be successful, EGIS must focus on eliminating disparity (i.e. standardizing) in data schema and implementing an effective data distribution system that synchronizes and integrates park-based datasets into service-wide versions. These integrated standardized datasets will be located on EGIS servers, and will provide the primary means to deliver data to external systems such as FMSS, web- based mapping applications, and the NPS Data Store. EGIS Guiding Principles (continued)

National Park Service U.S. Department of the Interior Resource Information Management Division National Information Services Center Office of the Chief Information Officer 2008 GIS & Data Management Conference EGIS Challenges Data and Application “Islands” Data Redundancy & Disparity (heterogeneity) Low Bandwidth Connections IT Security ( need for ) sufficient resources for data development (need for) streamlined processes –Standards Development –*** Efficient data collection and distribution capability ***

National Park Service U.S. Department of the Interior Resource Information Management Division National Information Services Center Office of the Chief Information Officer 2008 GIS & Data Management Conference One More Time … What is EGIS? Enterprise GIS (EGIS) is “ the complete organizational approach to sharing, using, and managing geospatial information ”. eGIS is “ the integrated geospatial technology infrastructure delivering spatial information products, services, and standard data sets to all functional elements and business processes of the organization.”

National Park Service U.S. Department of the Interior Resource Information Management Division National Information Services Center Office of the Chief Information Officer 2008 GIS & Data Management Conference EGIS - Critical Components eGIS EGIS is all about enterprise (service- wide) Data and Metadata that is developed and maintained according to established data Standards and Processes designed and agreed upon by People.

National Park Service U.S. Department of the Interior Resource Information Management Division National Information Services Center Office of the Chief Information Officer 2008 GIS & Data Management Conference Why?

National Park Service U.S. Department of the Interior Resource Information Management Division National Information Services Center Office of the Chief Information Officer 2008 GIS & Data Management Conference Who is EGIS ?

National Park Service U.S. Department of the Interior Resource Information Management Division National Information Services Center Office of the Chief Information Officer 2008 GIS & Data Management Conference DOI - EGIM Enterprise Geographic Information Management (EGIM) Team –provides strategic leadership for that enterprise GIS effort within DOI –NPS is represented on the EGIM Team by RIMD. EGIM Initiative –a framework for the standardization and coordination of geographic information systems (GIS) activities across the department’s bureaus. Geospatial Modernization Blueprint for Transformation (GMBt) –Adheres to the principles of the Federal Enterprise Architecture (FEA) that aligns enterprise-level data, technology, and services with agency business requirements. –NPS participates along with the other Bureaus http://www.nps.gov/gis/egim/

National Park Service U.S. Department of the Interior Resource Information Management Division National Information Services Center Office of the Chief Information Officer 2008 GIS & Data Management Conference NPS GIS Program GIS Council (GISC) Enterprise GIS Subcommittee (EGISS) GPS/Mobile Mapping Subcommittee Heritage Assets Subcommittee (HAS) Parks GIS Coordinators Group (PGIS) Remote Sensing Subcommittee (RSS)

National Park Service U.S. Department of the Interior Resource Information Management Division National Information Services Center Office of the Chief Information Officer 2008 GIS & Data Management Conference EGIS Subcommittee Chartered by the GISC to research, collaborate, and advise on the development of an NPS-wide GIS. Representation from Regions, Parks and Programs Will focus on integrating desktop and server-based geodatabases, workflows, tools, processes, and mapping services based on the premise of the Federal Enterprise Architecture (FEA) that aligns enterprise- level data, technology, and services with agency business requirements. A major goal of the EGISS is to facilitate compilation and re-use of geographically-dispersed data resources as NPS-wide geospatial data layers and to assist the NPS GIS community with implementation of authoritative, standards-based data sets. http://egis.nps.gov
