2. Rationale Needs to transfer money to large numbers of recipients Increased accountability requirements Electronic mechanisms have potential to enable greater scale and speed of response, enhance specificity of resource transfers to match needs and increase accountability

5. ACF seeks to utilize electronic cash payments in previously inaccessible areas due to their isolation, insecurity or limited infrastructure. KACHE” is composed of: points of sale (POS) deployed at locations offering goods /services; large number of smart cards, easily configured at the beginning of a response and handed to beneficiaries for use in the above-mentioned POS. Advantages: MOBILITY: physical and rapid deployment in any operation AUTONOMY: ability to be used “offline” in places with limited connectivity SECURITY: using “digital money” for improved security, monitoring and reduced fraud

7. Innovation The absence or inadequacy of local services for e-payment will no longer be a limitation for the use of efficient delivery mechanisms in humanitarian settings. KACHE provides an autonomous and effective delivery network for e-payment

8. Indicators of success User-friendliness Reliability & security Rapid deployment Offline features are among the key aspects that will provide this system a comparative advantage over other systems that are only able to operate in a specific context

Funded for 14 months under WFP’s “Cooperating Partner’s Innovation Fund” Four phases: 1.The launch of ACF project Steering Committee, including Terms of Reference for the technical solution, integrating the latest technical developments. 2.Development of the e-transfer kit as a beta version including all pre-defined requirements. 3.Field test of the kit: train, test and review the kit in a real- life scenario. 4.Final version of the kit is ready for emergency deployment, and the Community of Practice is aware of the kit.
