3 Background… In May 2013, Canada, the United States, and the European Commission signed the Galway Statement on Atlantic Ocean Cooperation 3 Galway Statement on Atlantic Ocean Cooperation Under the Galway Statement, Canada has a commitment to work with the European Union and United States ‘ to increase our knowledge of the Atlantic Ocean and the bordering Arctic region, by aligning our ocean research and observation efforts ’ –utilize existing bilateral science and technology cooperation agreements and multilateral cooperation frameworks –recommending priorities for future cooperation –where possible, coordinating the planning and programming of relevant activities in these areas

4 Background… Since signing the Galway Statement, the EU has launched its largest research and innovation programme (Horizon 2020) to date with nearly €80 billion of funding Elements of the Horizons 2020 research programme have been designed to advance Galway commitment and foster collaboration with Canada and the United States in the area of ocean science Approximately €56 million earmarked towards implementation of the Galway Statement through Horizon 2020 Preferential treatment given to Canadians in six thematic areas…’proposals should benefit from the inclusion of partners established in third countries, in particular the US and Canada ’ 4 Galway Statement on Atlantic Ocean Cooperation

5 Tri-partite Engagement… Canada Lead Federal Departments – Fisheries and Oceans Canada, Natural Resources Canada, and Aboriginal Affairs and Northern Development Canada Atlantic Provinces – NFLD, Nova Scotia, New Brunswick, Quebec Universities, Networks, and Ocean industry European Union Lead – European Commission, Directorate-General for Research and Innovation Stakeholder Groups - Intergovernmental Oceanographic Commission, European Marine Board, European Climate Research Alliance, etc. United States Lead – National Oceanic and Atmospheric Administration (NOAA) in collaboration with the National Science Foundation (NSF) and NASA and stakeholder groups Galway Statement on Atlantic Ocean Cooperation

6 Established by Canadian science delegates present at Galway: –bring forward a coherent ocean science and technology voice for Canada to discussions with Galway signatories –ensure good knowledge and engagement among Canadian ocean science and technology providers and users about Galway and Horizon 2020 –Chaired by the Assistant Deputy Minister, Science, Fisheries and Oceans Canada –Biweekly conference calls on-going since March 2014, now monthly –Grown from approximately 15 members to over 60 members 6 Galway Statement on Atlantic Ocean Cooperation Canada’s Galway Marine Working Group…

8 Galway Statement on Atlantic Ocean Cooperation What has been achieved… Worked together collectively to identify five priority areas for research cooperation with the EU and US in the North Atlantic –Ocean Health and Stressors –Ocean Observation and Prediction –Characterization of the Seafloor and the Sub-surface –Aquaculture –Information Management and Dissemination Data access and interoperability Ocean literacy 8

10 Galway Statement on Atlantic Ocean Cooperation What has been achieved… EU-Canada bilateral ‘Statement of Purpose’ that reflects the five areas of research cooperation signed…US to follow Government of Canada and university/academic co-leads for each of the five areas of research cooperation have been identified EU-Can-US work plan discussions underway for four of the five areas of cooperation (aquaculture, characterization of the seafloor and the sub-surface, and oceans literacy, ocean observation and prediction…ocean health and stressors soon to follow). 10
