History of e-submission in Hungary 2007: Voluntary e-filling in of applications over 200 ha - ~ 3 000 claims 2008: Voluntary e-submission for all farmers - ~ 180 000 claims 2009- : Obligatory e-submission for all farmers based on national regulation I. E-submission in Hungary

Helping farmers with e- submission Most of the farmers do not use computers in every day life Farm Advisors give technical help Out of the total ~180 000 claims: –~130 000 were submitted by farm advisors - technical help –~30 000 were submitted by proxies –~20 000 were submitted on the farmers own On the 20 th of April 2015: 22 344 claims were submitted and 11 723 were in the process of filling in I. E-submission in Hungary

Advantages of e-submission No formal problems in the claims –No data in wrong format –No missing data – completeness Online checking – software shows the problematic points Online help –Preliminary calculations – e.g. diversification –Offers relevant options based on the use of land –Geographical features – area measurement, layers switching –Warnings – missing attachments, different parcel size Built-in custom service for the questions arisen I. E-submission in Hungary

Geographical features – area measurement Above a tolerance level the software shows the difference (with red background) between the claimed area (alphanumerical area) and the area of drawn parcels (area of polygon)

New Measures VIII. Young Farmers Scheme Farmers under 41 years in the year of submission are eligible Expected: ~9 000 claims Questions arisen: –The participation of natural or legal persons in the scheme II. E-submission of new measures

Summary of the experiences Use of the software: Farmers can use new features, but they some need help Farmers need more information about new schemes Calculators help farmers, but sometimes they do not understand the calculating process in the new measures Questions via portal: farmers are active especially concerning new schemes and new features Submission activity: it is similar to previous years activity III.
