CiPELT training workshops for FP and IP were conducted. A Reading training programme for Grades 7 to 12 was conducted. Subject advisers monitored reading and Literacy as part of their school visits by using the Literacy monitoring tool Schools are using the reading norms from CAPS and the National Reading Plan. Twenty Schools in the Frances Baard District were provided with Setswana Packs consisting of Teacher’s Guide, Big Book, Conversation Poster, Insert Card, Graded Readers and sentence holder.

Subject Specialists report on reading corners during their normal school visits The province does a quarterly monitoring in a sample of schools to verify the use of workbooks, readers and other resource material 2014 ANA remedial plan issued to schools 2014 Assessment guidelines and exemplars issued to schools.

56 Summary of Key Activities
Name of province Summary of Key Activities Western Cape Top-up on literature books for all schools was completed. In addition to the picture books, schools also received word games, puzzles and wall charts. Special schools were provided with Big Books and core readers. Grade R classes at 130 selected public schools have received fiction and non-fiction resources for the Literacy corner. 3000 Grade 1 teachers were trained on Lit-Num Strategy and Content workshops for FET. Twenty secondary schools received reading resources from Kalahari.com. HL and FAL exemplar formal assessment tasks are provided (per term) in English, Afrikaans and isiXhosa to all schools. Schools are using the reading norms from CAPS and the National Reading Plan. Mobile library services were made available to 69 multi-grade schools. Readathons and GrowSmart Spelling Bee competitions in all Metropole Districts, Provincial speech competition, poetry recital competition, SADAC essay competition were completed.

Readathon and Spellathon competitions conducted at school and district levels. Gauteng in partnership with key stakeholders (City of Johannesburg, Sanral) has sourced mobile libraries and library books. KwaZulu-Natal Reading clubs established Parent literacy guide for parents of Grade 1 learners developed and distributed.

60 NAME OF PROVINCE BEST PRACTICE Limpopo Teachers make their own reading resources for the reading corner. Rally too Read project has provided rural schools with a Library kit for Grades R to 3 and Grades 4-6 Reading corners in the classrooms created. Story Books that are written by learners are printed and distributed to schools Training in Library Administration took place for teachers and library monitor in all districts. Mpumalanga Mpumalanga bought 20 mobile libraries for rural schools. One workshop per quarter per district (total 16 workshops) to unpack the guidelines was held and thereafter guidelines were distributed to 1818 schools. Principals and teachers librarians were also capacitated on the guidelines. The province bought mobile libraries which are currently piloted in 20 rural schools. Established 269 central libraries in 259 schools.

Sourced mobile libraries for rural schools through the partnership with the Department of Arts and Culture and San Parks. Carstens Boerdery donated i-Pads to Pella R.C. Intermediate School for the purpose of improving the reading skills of learners An MOU between the NCDoE and NCDSAC (custodians of local library services) that will enable schools to receive rotating block book loans from local library services and wherever possible DSAC will provide a container library and librarian

62 NAME OF PROVINCE BEST PRACTICE North West Provided reading resources as prescribed in the National Catalogue for Grades R to 12; Western Cape Has exceeded the CAPS requirements and have provided additional resources more especially to support First Additional Language and the African Languages (LoLT) Mobile library services are made available to 69 multi-grade schools One training session was held on Library and Information service guidelines for forty schools and 83 principals.

Intensified monitoring, control and support of the programme. Intensified and correct management of continuous assessment Focus will remain on proficiency of language of learning and teaching for learners Subject focus will be directed at identifying learner’s strength to assist career choice and access to Higher Education. Accountability for all at school level.

Reading strategy is implemented across the province and all schools have included an extra hour for reading ( Drop All and Read) in their time-table to enhance literacy skills Establishment of Reading Task Team was done in all districts. District officials monitored class time table to check shared reading and other components of the Literacy strategy Curriculum coverage is monitored during school visits The province has administered common quarterly test for Grade 6 in English – written by underperforming schools in province Intensive monitoring in FP taking place to ensure critical areas of reading and phonics are emphasized.

Province has undertaken error identification and error analysis utilising the Diagnostic report from DBE. Introduced a programme called Operation Scaffold to deal with schools that under-performed at 35% and below. Introduced special programme called KZN Initiative for improving Learning Outcomes led by Prof Metcalf on how to improve learning outcomes. The programme is piloted in two districts UThungulu and Empangeni.

129 NAME OF PROVINCE BEST PRACTICE FET ( GRADE 10 – 12) Limpopo The province has tracked learner performance from Grade 10 and 11. Broadcast radio lessons in three community radio stations. Teachers and learners are involved in the Albert Luthuli Young Historian competitions and awards Mpumalanga Province has established an MST Academy to improve performance in MST subjects. The dial–a-tutor programme has been introduced for learners to call in for assistance. The province has a programme for gifted learners.

NAME OF PROVINCE BEST PRACTICE Mpuma-langa Province has established an MST Academy to improve performance in MST subjects. The dial–a-tutor programme has been introduced for learners to call in for assistance. The province has a programme for gifted learners. Northern Cape The training on marking and moderation to improve assessment practices in schools. A pre-assessment moderation tool and SBA recording instrument has been developed. School visit guide has been developed to support subject advisors during school monitoring. The Telematics programme is extended to fourteen (14) under-performing schools. Partnership with SANPARKS to support subjects like Life Sciences is in place. There are career corners in all high schools.

131 NAME OF PROVINCE BEST PRACTICE North West Province has tracked learner performance from Grade 8 to Grade 12 that includes the tracking of individual learners. Province has performance agreement with under-performing learners and parents to improve learner performance. Province is focusing on accountability and monitoring through spot checks. Volunteer learners who have completed the NSC return to schools where needed (Mathematics). 700 schools have received Tablets, Laptops and Computer centres.

132 NAME OF PROVINCE BEST PRACTICE Western Cape Quarterly accountability sessions are held between the Superintendent-General, Deputy Director-General and the Chief Director: Districts with district directors and school principals of under-performing schools where they account for learner performance. Province has detailed plans on the electronic system which is linked to the Annual Performance Plan which drills down to school-level. Information on individual learners is known to all, including progressed learners. An integrated programme that integrates all interventions has been developed. A comprehensive reading and writing plan has been developed. Every level of the system knows the schools and learners that are under-performing and are able to provide intensified support.

134 DBE OBSERVATIONS In all provinces there is evidence of improvement plans linked to implementation of the NSLA. Evidence of tracking of learner performance from one quarter to the next which informs subsequent interventions. Many innovations in the implementation of improvement plans- varies from one province to another Evidence of special focus on Senior Phase (weakest link of GET) and content areas in CAPS especially for Grade 12. HEDCOM sub-committee has succeeded in promoting good practice and enhancing accountability.

135 DBE OBSERVATIONS… Value –added by Minister’s District Directors Forum in focusing on key variables for improving learner performance such as curriculum coverage and time on task. In the midst of a volatile fiscal environment, provinces have gone out of their way to secure and insulate resources for implementing improvement plans. However, more work needs to be done in measuring the impact of interventions such as teacher development programmes and vacation classes. There’s a need to pay attention to reporting on all aspects of the NSLA and provision of at least 40 books for each learner to read.
