1 Tracking Entitlements for Temporary Faculty
Michelle Hunt, Academic Labor Relations Manager Tricia Runzel, Faculty Personnel Coordinator

2 Why Are Entitlements Important?

3 How Are Entitlements Earned?
One-year appointments If a part-time faculty member teaches two consecutive semesters (or three consecutives quarters) of the prior academic year and Is offered units for the third consecutive semester/quarter (the next fall term) Then they are entitled to a one-year appointment equal to the number of WTUs taught the prior year.

4 How Are Entitlements Earned?
One-year appointments timebase Part time temporary faculty members are entitled to a one-year appointment, consisting of a “similar assignment.” A “similar assignment” is an entitlement equal to the timebase held the prior academic year.

5 How Are Entitlements Earned?
Three-year appointments Temporary faculty members who: teach one semester or two quarters per year over a consecutive six year period in a single department… Must be granted a three-year appointment.

6 How Are Entitlements Earned?
Three-year appointment timebase The entitlement of an initial three year appointment is equal to the timebase held during the 6th year prior to the three-year appointment. The subsequent three-year entitlement is determined by the timebase held during the last year of the prior three- year appointment.

7 Semester Campus Rule

8 Quarter Campus Rule

9 Conditional v. Unconditional Appointments
Part time appointments are conditioned on budget and enrollment. Part time appointments can be cancelled prior to the third class meeting, with the employee being paid only for the class hours taught. Full time appointments are unconditional.

10 How Are Entitlements Used?
Entitlements are used to correctly follow the order for assigning work set forth under Article of the faculty Collective Bargaining Agreement.

11 Assignment Order at Start of the Academic Year (Article 12.29(a))
(1) Three-year full time appointees (2) Multi year full time appointees (3) Three-year part time appointees up to their timebase entitlement (4) Article recall list up to their timebase entitlement (5) Multi year part time appointees up to their timebase entitlement

12 Assignment Order at Start of the Academic Year (Article 12.29(a))
(6) Visiting Faculty (7) All part time or full time temporary faculty with no multi-year appointments who were employed in the last academic year (8) Any remaining work is assigned to: (i) Three-year part time appointees up to full time (ii) Article list members and multi-year appointees up to full time (iii) Any other qualified candidate.

13 Correct Documentation and Tracking is Key!
Examples of items to track: Work offered Work accepted Work declined Retirement or resignation Leave of absence without pay, or other protected leave

14 Excel Sample Tracking Tool (Semester System)

15 Ingredients Needed: Department Name Last Date Updated Faculty Name
Number of years of service with Department Academic Year Appointment earned for specified AY Year Service Clock of how many consecutive years taught Entitlement for current AY WTU’s (weighted teaching units) worked in specified semester(s) Comments of any special circumstances: (i.e. LOA, Partial Appointments, Determining Entitlement Years for 3-year appointments, etc.)

16 A 1-year appointment is earned by teaching two consecutive semesters.
*Note- Summer is only considered as a potential consecutive term if it is run through state side only. Courses taught through Extended Learning are not considered. Beef Broth has earned a 1-year appointment in 2001/02 by teaching Fall & Spring the previous AY and again in 2002/03 by teaching Spring & state side Summer in the previous AY 2001/02.

17 In 2002/03 he taught Fall ’02, Spring ’03 and Summer ’03.
When Fall and Spring are worked, Summer assignments do not count towards entitlement.

18 Once they have taught for six consecutive years they are eligible for a 3-year Appointment in the next AY. A Comment is made in sixth year to alert the Department Chair of this determining year.

19 The entitlement is for the entire three years of the appointment no matter how many WTU’s are assigned in the 1st or 2nd year.

20 WTU’s taught in the 3rd year of a 3-year appointment determine the entitlement for the next 3-year appointment. Once again, a comment is made in the 3rd year to alert the Department Chair of the determining year.

21 Chicken Noodle either declined work or was not offered work in Spring 09.
She has a 1-year appointment with an entitlement of 6 in 2008/09. She did not receive an assignment in Spring 09 therefore she will receive a 1-semester appointment in 09/10.

22 In 2006/07 Cream of Mushroom taught two semesters, but they were not consecutive so she will have a 1-semester appointment in 07/08.

23 In 2009/10 she did not receive an assignment but returned in Fall the following year. Because she did not teach in the previous AY she is considered a New Hire and her Contract Clock re-sets. She received a 1-semester appointment with no entitlements in 2010/11.

24 French Onion has taught one semester for six consecutive years and is eligible for a 3-year appointment in 11/12.

25 This workbook is updated after contracts are completed each semester and sent to the Department Chairs to assist them with determining Temporary Faculty course assignments for the next semester. The pertinent data is highlighted and bolded to assist with ensuring the correct data is considered when offering assignments.

26 Anyone who was not assigned during an Academic Year is moved to the In-Active Worksheet for future reference if ever needed. If a faculty returns to teach at a later time this data can be brought back into the active worksheet for historical purposes.

27 The CBA requires that a list of all “New 3-year Appointments” be posted within the department. This includes anyone who will be in their 1st year of a 3 year in the next AY. If there is no one that falls into this category then “NONE” is indicated on the posting. This allows PT Faculty to inquire if they are not on the list and feel they should be.
