4 How did FDR help our Allies while remaining neutral? Neutrality Act 1935  no weapons to any nation in war Neutrality Act of 1937  we’ll sell you goods, but on “cash-and-carry” basis Neutrality Act 1939  we’ll sell weapons, but on a “cash-and-carry” basis

6 Can we stay isolated from war? Lend-Lease Act  we will loan/lease weapons to nations who are “vital to America’s defense”, but these weapons must be returned after the war. What was the purpose of the Lend Lease Act? Are we still neutral? How did FDR help our Allies while remaining neutral?

9 - 1937; Japan invades neighboring China (Manchuria) = looking for raw materials. - Neutrality Act 1937 in effect, but FDR decides to help China b/c it was “not a declared war” How did the Lend-Lease Act and other policies increase tension between the USA and Japan?
