3 © International Road Transport Union (IRU) 2007 Page 3 The TIR Carnet The TIR Carnet  No reloading is permitted (All Customs offices of departure to be before the first Customs of destination)  TIR Holder should clearly fill in the TIR Carnet so that Customs can easily add /cross out from the goods manifest the loaded / unloaded goods  The goods should be loaded so that the first consignment can be unloaded without unloading the other consignments. The number of Customs offices of … Departure + Destination = maximum of FOUR
