Update on the Remedial Action at the Artillery Impact Area Buffer Zone MRS November 6, 2014 Jeff Fitzmayer Parsons

Overview of the field work activities at Artillery Impact Area Buffer Zone (AIABZ) Munitions Response Site (MRS) Findings from the Remedial Action investigation What’s next? Agenda 2

Objective: Complete surface MEC clearance on lands within the MRS that were not cleared previously during the 2011 TCRA FIELD WORK ACTIVITIES AT AIABZ MRS AIABZ MRS Cleared Camp Williams Installation N Hi-Country Estates, Phase II 3

SURVEYING AIABZ MRS Cleared Camp Williams Installation N = 100 ft by 100 ft grids 4

NO BRUSH REMOVAL  The MEC surface clearance was conducted in the early spring, when vegetation cover was at a minimum.  Dense oak brush is present over approximately half of the AIABZ MRS 5

SURFACE CLEARANCE  The MEC surface clearance was conducted as a detector-aided sweep using visual survey methods and handheld metal detectors.  Three large, 22-person UXO teams.  Walking side-by-side, with each individual searching / inspecting a path in front of them as the line advances through the grid.  The Schonstedt metal detector was used as the detection tool: very narrow, probe-like profile of this instrument, maneuver between tightly spaced branches and twigs. 6 100 ft by 100 ft grid Spaced 3-5 ft apart

Steep, Rocky Terrain Inclement Weather 9

QUALITY CONTROL (QC)  The UXO Quality Control Specialist (UXOQCS) conducted audits and inspections. o Ensured all project activities are in compliance with approved plans and procedures.  Grids received a QC check by the UXOQCS after they were investigated (at least 10-percent).  Sweep teams needed to recover ALL QC coverage seeds. o Seeds were placed on the ground surface at a frequency of 1 per 25 acres (total of 25 seeds).  UXOQCS notifies the Government Representative on grids available for Quality Assurance (QA) checks. 10 Coverage Seed

11 QUALITY ASSURANCE (QA)  Government conducted their own independent QA on the project  At least 10% of each grid was inspected visually (magnetometer assisted) to ensure completion.  At least 1% of the grids had government seeds (a total of 29 seeds). o ALL seed items needed to be recovered by the sweep teams o In the event of a missed seed, all grids reported as complete that day by the team that did not recover the missed seed were rejected.  Missed only three seed items

12 WHAT WAS FOUND?  No MEC was found  A total of 153.7 pounds of munitions debris  3 expended 155mm illumination rounds  6 expended 155mm illumination candles  1 expended 81mm illumination candle  Small pieces of frag N Weight of MD per Grid Light (range 0.1 – 5.0 pounds) Heavy (range 30 – 55 pounds) No MD Found in Grid

13 N Expended 155mm Illumination Round Small Piece of Frag No MD Found in Grid Expended 155mm Illumination Candle Legend Expended 155mm Illumination Round Piece of Frag

14 Piece(s) of Frag No MD Found in Grid Small Piece of Frag Expended 155mm Illumination Candle N Legend Expended 81mm Illumination Candle

15 SUMMARY OF WORK COMPLETED  Surface clearance operations were conducted over 100 percent of the ground surface throughout the entire MRS. o Over the approximately 625 acres that were not previously cleared during the TCRA  No MEC was found.  A total of 153.7 pounds of MD was found during the surface clearance, this included the following: o 10 intact munitions debris o Small pieces of frag

16 WHAT’S NEXT?  Parsons will prepare a Site Specific Final Report (SSFR) o Need concurrence from UDEQ regarding Remedial Action Complete status  Utah National Guard (UTNG) will mail result summary letters to all landowners.  UTNG will initiate educational awareness program o Presentations, educational materials, posting signs at installation boundary.  UTNG will prepare Five-year reviews
