9 Rule 1 – The Field of Play – Penalty Mark Two-foot line 9-in spot – Goal must have net – Goal post may be padded White Padding at least 1” thick At least 72” high 2013 TASO Chapter Online Meeting

10 Rule 1 – The Field of Play – When benches are on opposite sides Shall be placed diagonally – No one is permitted directly behind either goal unless seated in bleachers – Field conditions, weather, safety etc. Before game begins – host institution decides Once game begins – we decide 2013 TASO Chapter Online Meeting

11 Rule 1 – The Field of Play Interpretation: 1.2.1 Situation B: A game is to be played on a field where the home team's log obscures the halfway line and center circle. Ruling: Illegal. The game may be played. Must file UIL incident report 2013 TASO Chapter Online Meeting

12 Rule 2 – The Ball – Ball becomes deflated Stop game Drop ball Only two opposing players can take part – Balls shall include the NFHS Authenticating mark 3 or more – At least 2 ball holders Must file UIL Incident Report for non compliance 2013 TASO Chapter Online Meeting

13 Rule 3 – The Players and Substitutes – Each team shall designate a team captain Is the team's representative May address an official on matters of interpretation May address an official to obtain essential information – Roster must be given to referee 5 mins before game time Game shall not begin until this is complete 2013 TASO Chapter Online Meeting

14 Rule 3 – The Players and Substitutes – Players, coaches, bench personnel may be added to roster after the start of play – Winner of coin toss Kick-off or which end to defend – Once beckoned substitute becomes a player and must enter the game 2013 TASO Chapter Online Meeting

15 Rule 3 – The Players and Substitutes Substitution: – Either team – unlimited Between periods – Either team – unlimited, can be directly from bench provided they report to score table and beckoned by referee When a goal is scored When a player is injured and removed from the field 2013 TASO Chapter Online Meeting

16 Rule 3 – The Players and Substitutes Substitution: – Either team – unlimited, provided they have reported to score table prior to play is stopped and beckoned by the referee Goal kick When a player from either team is cautioned (substitute for cautioned player can come directly from bench) When a player from either team is disqualified (goalkeeper can come directly from bench) When a player is required to leave due to communicable disease concerns 2013 TASO Chapter Online Meeting

17 Rule 3 – The Players and Substitutes Substitution: – Team possession of ball – unlimited, provided they have reported to score table prior to play is stopped and beckoned by referee Throw in Corner kick Other team may sub – unlimited, provided they have reported to score table prior to play is stopped and beckoned by referee 2013 TASO Chapter Online Meeting

18 Rule 3 – The Players and Substitutes Injured player: – Field player Once clock is stopped player must leave field – Goalkeeper If a coach or appropriate health-care professional are not permitted on the field GK may stay in the game even if clock is stopped – If elects to play short Can re-enter at next stoppage Can not be replaced until next substitution opportunity for that team 2013 TASO Chapter Online Meeting

19 Rule 3 – The Players and Substitutes Cautioned player: – Must leave field – May be replaced immediately with substitute come directly from bench – May not re-enter until next substitute opportunity for that team – If elects to play short can not be replaced until next substitute opportunity for that team 2013 TASO Chapter Online Meeting

20 Rule 3 – The Players and Substitutes A team elects or is required to play short for reasons other than misconduct may have the player(s) re-enter at the next stoppage (Note: An improperly equipped player has not committed misconduct) Substitute(s) entering during a PK (or KFTM) situation may not take the PK 2013 TASO Chapter Online Meeting

21 Rule 3 – The Players and Substitutions Interpretation: Coaching during injury situations Both coaches can give tactical or technical instructions from the touch line A coach who is permitted to enter the field to attend to player(s) injury may give tactical or technical instructions while on the field 2013 TASO Chapter Online Meeting

22 Rule 3 – The Players and Substitutions Interpretation : Concussion Management If you decide that a player shows sign of concussion clearance from a health-care professional is required for the player to continue Do not get into a debate as to who is “qualified” as a health-care professional If there is no self-declared health-care professional present and the coach clears the player ask if the coach is acting as a health-care profession. If answer is yes let the player play. 2013 TASO Chapter Online Meeting

23 Rule 4 – Player Equipment Home team: – Solid white jerseys and solid white socks (Varsity only) – Shorts can be any color Visiting team: – Dark jerseys – Shorts can be any color – Both socks shall be the same color (not white) and design A single dominant color No bumble bee socks 2013 TASO Chapter Online Meeting

24 Rule 4 – Player Equipment Illegal Equipment – Preventive refereeing Ask coach if players are legally and properly equipped Resolve any issues before starting game – Illegal equipment discovered after game has started Caution head coach for the first illegally equipped player Caution any subsequent illegally equipped player, not the head coach – Illegal equipped player(s) must leave field at next stoppage If deemed dangerous, stop play and remove player(s) May be replaced immediately or at next sub opportunity May not re-enter until next sub opportunity 2013 TASO Chapter Online Meeting

25 Rule 4 – Player Equipment Improper Equipment – Preventive refereeing Ask coach if players are legally and properly equipped Resolve any issues before starting game – Improper equipment discovered after game has started No caution should be given – Improperly equipped player(s) must leave field at next stoppage If deemed dangerous, stop play and remove player(s) No replacement until next sub opportunity May re-enter at next stoppage 2013 TASO Chapter Online Meeting

26 Rule 4 – Player Equipment Interpretation: Multiple colored numbers on uniform is legal if clearly visible 2013 TASO Chapter Online Meeting

27 Rule 4 – Player Equipment Interpretation: Team A players wear multi-color visible apparel under the jersey If team is unable to correct the game shall be played Must file UIL Incident Report 2013 TASO Chapter Online Meeting

28 Rule 4 – Player Equipment Interpretation: Tape applied to the socks cannot change the basic color of the socks Ankle brace is not considered tape Can be any color When worn on both ankles they must be the same color 2013 TASO Chapter Online Meeting

29 Rule 5 – The Officials – Authority begins 15mins prior to start of game Ends when officials leave the field and its surroundings – Head coach must attend pre-game conference – Must use official NFHS soccer signals – Cards can be shown to players, coaches and bench personnel – Instruct timer to correct/adjust clock when necessary – Game report 2013 TASO Chapter Online Meeting

30 Rule 5 – The Officials Interpretations Arrive game site 30 mins before kick-off (60 mins for play-off games) Referee Uniform: – Same color and sleeve length – No long sleeve undergarment to be worn under short sleeve uniforms – Shorts and Pants may be mixed as follows All shorts or all pants Referee - shorts, both ARs - pants Referee – pants, both ARs - shorts Dual Official – either both shorts or both pants – Same style socks 2013 TASO Chapter Online Meeting

31 Rule 5 – The Officials Interpretation: Conflict of Interest The result of the game you are officiating affects the play-off advancement of another school that you have affiliation with 2013 TASO Chapter Online Meeting

32 Rule 5 – The Officials Interpretation: A coach is disqualified – A new “coach” may be added to the roster and continue coaching the team Disqualified coach must leave “vicinity” of the field Stadium confine = vicinity Spectator bleachers = vicinity 2013 TASO Chapter Online Meeting

33 Rule 5 – The Officials Interpretation: When asked by coaches to explain a foul Use best judgment to accommodate If not in dissenting tone If not interfere with flow of the game 2013 TASO Chapter Online Meeting

34 Rule 6 – Ball Holders, Timer and Scorer – At least two ball holders provided by home team Visiting team may provide ball holders – Have conference with timer When to stop clock When to start clock – Adjust clock if necessary 2013 TASO Chapter Online Meeting

36 Rule 7 – Duration of the Game and Length of Periods – 2 x 40 mins halves – May be shortened if agreed upon before the game begins by both coaches – Second half may be shortened if agreed upon before second half begins by both coaches – An official game if one complete half or more of the game has been played Must file UIL Incident Report 2013 TASO Chapter Online Meeting

37 Rule 7 – Duration of the Game and Length of Periods Interpretation: Individual School Districts may adopt overtime to break tie games 2 x 10 mins full overtime periods (not sudden victory) 2013 TASO Chapter Online Meeting

38 Rule 9 – Ball In and Out of Play – Whistle is required to restart play after a substitution is made – Temporary Suspension IFK – if one team has clear possession Drop ball – if neither team has possession – Drop ball Between two opposing players Other players may be positioned anywhere on the field provided they do not interfere with the drop-ball procedure 2013 TASO Chapter Online Meeting

39 Rule 9 – Ball In and Out of Play Interpretation: Ball is not in play until it is kicked and moved Merely taps or steps on the top of the ball has not put the ball in play 2013 TASO Chapter Online Meeting

40 Rule 12 – Fouls and Misconduct – Dangerous play playing in such a manner that could cause injury to – Opponent – Teammate – Self – Coach may be cautioned or disqualified for Team misconduct Bench personnel misconduct where an individual can not be identified 2013 TASO Chapter Online Meeting

41 Rule 12 – Fouls and Misconduct – Disqualification (players, substitutes, coaches, bench personnel) Violent conduct Taunting Subsequent caution Serious foul play Spitting Using insulting, offensive or abusive language or gesture Leaving the team area to enter the field where a fight or altercation is taking place unless summoned by an official 2013 TASO Chapter Online Meeting

42 Rule 12 – Fouls and Misconduct Interpretation: Fighting Situation Disqualification “Leaving the team area to enter the field” is simply leaving the team area Not necessary need to actually enter the field 2013 TASO Chapter Online Meeting

43 Rule 14 – Penalty Kick – Stutter step is not permitted Must be continuous forward motion throughout the approach – Violation by attacking team only Ball goes directly out of bounds/crossed goal line – Goal kick Rebound into play from goal/goalkeeper - IFK Saved and held by goalkeeper – Play continues Deflected out of bounds by goalkeeper - IFK 2013 TASO Chapter Online Meeting

44 Rule 14 – Penalty Kick Interpretation: Referee shall not whistle for the kick until and unless the goalkeeper is standing on the goal line between the goal posts and facing the field of play The goal keeper is not allowed to come off the goal line by stepping backward or lunging forward until the ball is in play 2013 TASO Chapter Online Meeting

45 Rule 14 – Penalty Kick Interpretation: When a stutter step occurs before the ball is kicked Ball has not been properly put in play Referee should whistle as it occurs Kick must be re-taken Kicker Verbal warning for first occurrence Caution for subsequent occurrence 2013 TASO Chapter Online Meeting

46 Rule 15 – Throw-In – Ball fails to enter the field of play before touching the ground or – Ball enters field after touching the ground outside the field Award throw-in to the other team – One hand throw-in due to physical impairment is permissible Interpretation: “Flip” throw-in is legal as along as it is performed in a manner which meets the requirements of Rule 15 2013 TASO Chapter Online Meeting

47 Rule 16 – Goal Kick – Once ball is placed the ball cannot be moved from one spot to another 2013 TASO Chapter Online Meeting

48 Kicks From The Mark Interpretation: From the 6 th kick on teams will continue to alternate kicks until one team attains one more goal than its opponent after each has had an equal number of kicks If there is no winner after the 10 th kick each coach will select any five eligible players from the roster to continue 2013 TASO Chapter Online Meeting

49 UIL Policy The use of noise makers including the playing of band is allowed in outdoor facilities – Unless prohibited be individual school districts 2013 TASO Chapter Online Meeting

50 UIL Requirements An Incidental Report must be filed with UIL (every occurrence) Ejections regarding players, coaches, bench personnel and fans Use of non NFHS logo balls Non-conforming player uniform and equipment Non-conforming field markings including lines obscured by school logo or lines from other sports No ball handlers Any other NFHS rule non-conformance where game was played 2013 TASO Chapter Online Meeting
