2 RASRS Scheme Reviews (11 Entities, 37 schemes)
LADWP Gonder Cross trip WAPS was approved Owens Valley WAPS presentation for information (some reliability issues); future presentation planned for modifications Scattergood accepted as a LAPS Harbor accepted as a LAPS WAPA Waterflow followup, COI RAS islanding. Action item review from October web meeting review of out of step tripping backup to COI RAS islanding accepted. PacifiCorp Lakeside 2 LAPS Modification accepted as a LAPS

3 RASRS Scheme Reviews BC Hydro PG&E
G.M. Shrum Area Gen Shedding RAS approved with one action item Meridian RAS controller removal approved with one action item Cheekeye Area was accepted as a LAPS Several action items from earlier reviews were completed: RAS maintenance intervals, Mica Gen shed, RAS Arming procedures Automatic Undervoltage Load Shed (AUVLS) approved reclassification from UVLS to RAS (Safety Net) South Interior West RAS consolidates three existing RAS in one for reporting purposes. North Coast RAS, Stage II modifications were approved with 3 action items. PG&E Pittsburg-Lakewood WAPS approved with one action item Oakland J accepted as a LAPS Fresno scheme action item submittal was approved

4 RASRS Scheme Reviews SDG&E IID IPC
TL23040 IV 500 kV confirmed as a WAPS; December 10 review. modifications were discussed Imperial Valley Bank 80 LAPS approved in July; action item for generator shedding for loss of other IV banks fulfilled at the November meeting East County Bank 83 (ECO) islanding scheme does not meet RAS definition, so could not vote on reliability impacts IID Path 42 RAS progress report, information only at this time  IPC Midpoint C232 Bypass LAPS removal was accepted

PGE: Midway – Vincent 500 kV No. 1 and 2 Midway Whirlwind 500 kV LADWP: Lugo – Victorville 500 kV Eldorado – McCullough 500 kV Laguna Bell – Velasco 220 kV SDG&E: San Onofre 220kV IID: Devers – Coachella Valley 220 kV (line no longer exists) Modified Devers RAS (include Blythe Solar and McCoy gen tripping Colorado River RAS approved Valley Direct Load Trip RAS removal approved Santiago RAS removal approved  AESO HVDC Converter LAPS two schemes approved

6 RASRS Scheme Reviews BPA PNM
Hot Springs Line Loss Logic (LLL) was a follow up item to an earlier presentation and was approved. Mullan Wind Generation Dropping needed to be added to six existing algorithms. It was approved. PortlandGE Carty Gen Drop and AGC suspend additions were approved. ICLTS scheme has not been armed in many years and is no longer needed. Removal was approved. Big Hanaford Gen drop. The plant is being decommissioned so the removal from several algorithms was approved. PNM ICLSS WAPS (was Safety Net) is being modified due to looping two of the pertinent 345 kV lines into Rio Puerco switching station. Modifications were approved.

7 NERC RAS Definition NERC BOT approved the proposed new RAS definition in December and filed it with FERC on February 3. Don’t let the 3698-page filing intimidate you. It includes all the comments, responses, and standards revisions. The actual definition is a little over one page (shorter than BES!)

8 NERC RAS Definition There is a broad general RAS definition, but . . .
. . . many more exceptions than the old SPS/RAS definition. . . . and retire SPS.

9 NERC RAS Standards The RAS drafting team is in the middle of the first draft, with tentative posting in May.

10 NERC RAS Standards Major proposed items (new PRC-012-2):
Reviews required for new and modified RAS Reviewing entity is the RC 5 year evaluations by TP—any deficiencies require a CAP Owner must review all RAS operations for correctness—any functional modifications require a CAP Any RAS CAP must be implemented RAS database maintained by RC RAS owners must share modelling data with other entities that have a reliability need

11 NERC RAS Standards Maintenance and testing (maybe a revised PRC-005-x): Add RAS controllers Pretty much all other components of RAS are already in PRC-005
