23 Using civil society organizations (CSOs) as project partners in different governorates maximized the opportunity to reach large number of targeted youth The flexibility in responding to the needs of the targeted youth such as tailoring of distance learning package “Kayanak” Adopting the holistic implementation approach resulted in an integrated development model for youth empowerment including SMEs training, vocational training for employment and entrepreneurship training.
