Reviewing the Role of SETAs in Education and Training Presentation to HR CROSSROADS Conference by: M.C. MEHL

What SETA’s are trying to do Define learning in different contexts SSETA: ca 64000 companies Business Services Chamber: ca 37000 chambers Only 8% in country have degrees Who cares for the 92%? No place for competition

PROCESS FLOW Develop Qualifications Frameworks Determine Learnerships in demand Define specific qualifications to underpin learnerships including unit standards Register with SAQA and DoL respectively Develop Work- and Logbooks Establish partnerships for delivery

WHAT IS KNOWLEDGE? Senge Definition: “Knowledge is the capacity for effective action” Know about things Knowing how

KNOWLEDGE CAPTURE: DISCIPLINARY Textbooks Courses Modules Assessment easily achieved, both Formative Summative

KNOWLEDGE CAPTURE: TRANS-DISCIPLINARY “TO DO” KNOWLEDGE Know what to do Know how to do it Know why to do it CRUCIALLY: CAN YOU DO IT? “Skills” in Knowledge, Skills and Attitudes

KNOWLEDGE PRODUCTION IN SOCIETY (1) Disciplinary with associated Q.F. Trans-disciplinary: Lack of codified knowledge and associated Q.F.

KNOWLEDGE PRODUCTION IN SOCIETY (2) “Traditional ways of producing knowledge within single disciplines and institutions are being supplemented by knowledge generated within various applied contexts. This is knowledge that is collaboratively created…directed to problems in social and economic systems…..” (DACST, 1996)

THE NQF A National Qualifications Framework that integrates all elements of the education & training system to enable learner progress from any starting point

Q.F’s WITHIN THE NQF Whole qualifications: Disciplinary bias and restricted to universities and technikons Curriculum Statements based qualifications: Disciplinary bias and restricted to school- level Unit Standards based qualifications: Trans- disciplinary and emerging among SETA’s

PRINCIPLES OF A Q.F. Personal/ individual choice Company choice Capacity for choice Fit for purpose Allows progression and advancement Allows cross-sectoral mobility

WHAT IS/ IS NOT A Q.F. IS: An enabling environment which assists learners in choosing and combining appropriate knowledge areas into recognized qualifications IS NOT: The set of qualifications itself across the levels of the NQF

THE TRANS-DISCIPLINARY, SECTORAL Q.F. Functions that need to be performed The knowledge that underpins the function The Q.F. that encapsulates that knowledge

SECTOR QUALIFICATIONS FRAMEWORK Establishes a Functional Taxonomy (F.T.) of the sector Establishes the Knowledge Taxonomy (K.T.) that underpins these functions Creates a 3-D grid with NQF Level being the third axis Identifies Unit Standards at the Intersection of F.T. & K.T. at all NQF levels

THE UNIT STANDARD Learning Outcomes that must be achieved Assessment Criteria to determine whether these have been achieved The knowledge on which the learning is based The administration of the learning process

THE SETA’S RESPONSIBILITY Establish and maintain the Q.F with SAQA Generate the requisite Unit Standards Register the number of qualifications from NQF Level 2 - 8 Create Learnerships on demand from companies by appropriate combinations Register same

PILLARS OF S.A. H.R. DEVELOPMENT STRATEGY Knowledge is produced in society in numerous areas of social and economic endeavours The entire nation needs to be set on a path of Lifelong Learning

Take A Personal Journey Death Birth School Work Certification Books Sport Recreation Sport TV Religion Youth Clubs

Changing the Paradigm Albert Einstein: You cannot solve problems with the same thinking that created it

The Challenge to Technikons & Universities From 30000 to 130000 Establish Partnerships –With SETA’s –With Workplaces –with Professional Bodies –With non-traditional learners

CONSIDER: Albert Einstein: Only those who attempt the absurd achieve the impossible Henry Ford: If you believe that you can or you believe that you can’t - you’re right
