2  NQF = National Qualifications Framework: Refers to the structure that organises and classifies qualifications and competencies in SA. It consists of registered standards, units and qualifications at eight levels of learning.

4 The qualification:  NQF Level 4  141 credits (1 credit is 10 notional hours)  SAQA QUAL ID: 64069  Registration start date: 2009-02-18  Registration end date: 2012-02-18  Last date for enrolment: 2013-02-18  Last date for achievement: 2016-02-18

5 Purpose of the qualification:  Will enable learners to improve professionalism and enhance quality of service delivery.  Will contribute to the further development of learners within A & RM environment by proving articulation, recognition and mobility within this dynamic and ever changing environment

6 A learner acquiring this qualification will be able to:  Communicate provision of Records & Archiving Support Services  Use mathematics and mathematical thinking to solve problems  Manage archival materials and records  Provide routine frontline customer services for archive and records  Administer routine Records & Archives support services

7 Rationale:  Addressing urgent need for provision of training in Archives & RM sector  Qualification is for learners who are pursuing careers within the Archives & RM environment and indicates a clear learning pathway which can be followed

8 Rationale (cntd):  Provides learners with opportunities for professional development and career advancement within the broader constituencies of the administrative community that will contribute to providing better Archives and RM handling services for all the people in the Republic of SA

9 Rationale (cntd):  Reflects the need and demand within the Archives & RM environment for people who are able to perform these administrative roles within surroundings that are more complex and demand more advanced knowledge, skills and attributes

10 Rationale (cntd):  Provides vehicle through which to develop competent Archives & RM Administrators and people that can stay abreast with changing & dynamic environment of the profession  Creates an atmosphere for life-long learning opportunities

11 International Comparability Research was conducted to benchmark this qualification against equivalent qualifications in:  Australia  Canada  New Zealand  United Kingdom  USA

12 The Qualification consists of:  Nine CORE unit standards;  Eleven Fundamental unit standards;  Fifteen Elective unit standards

13 The CORE unit standards:  259441 (new): Arrange, describe & compile lists of records to make them accessible to users  259442 (new): Conduct an information/records audit  259477 (new): Demonstrate knowledge of concepts, terminology and ethics applicable to archives and records management  259437 (new): Demonstrate understanding of statutory and legislative requirements which impact on records management and archives

14 The CORE unit standards (cntd):  259458 (new): Interpret classification systems in order to organise, retrieve and dispose of records  259457 (new): Make records and/or information available to customers  110023: Present information in report format  242811: Prioritise time and work for self and team  259440 (new): Store, preserve, and conserve records throughout their lifecycle

15 The fundamental unit standards: Compulsory in order to achieve competence needed for qualification as a whole

16 The elective unit standards: To enrich qualification or specialise in subject. The specialisations to substitute the electives section are as follows:  Records Management: 45 credits  Archives Management: 42 credits  Public Sector: 45 credits  Heritage: 39 credits  Business Environment: 44 credits

17 Conclusion:  The focus of this qualification was on people who never had opportunities for qualifications before  There were no unit standards whatsoever for Archiving and RM in SA on this level  Even if the qualification is not enrolled for, a learner can now demand alignment/accreditation to a unit standard of any training (short courses, workshops) in Archiving and RM  It has become policy (especially in Government) to send learners on accredited training

18 Conclusion (cntd):  It builds bridges  It fills gaps  It paves the way for further education and training  Gaps in the qualification can be reviewed in 3 years’ time
