3 Background Why does County have City Transportation Impact Fees? Before Incorporation Flagler County collects impact fee for entire county After Incorporation City – County Interlocal Agreement September 29, 2000 City collects transportation impact fees as part of the building permit process beginning on October 2, 2000 September 21, 2004 - City Adopts Transportation Impact Fee Ordinance
