3 Slide 3 OST 07-3 Draft NPA-OPS Proposal to amend JAR-OPS 3 to include provision for Single Engine Piston helicopter operations over a hostile environment located outside a congested area

4 Slide 4 OST 07-3 Background An operator wishing to conduct operations over a hostile environment outside a congested area iaw JAR- OPS 3, Appendix 1 to 3.005(e) must have the prior approval of the Authority issuing the AOC and the Authority of the State in which it is intended to conduct such operations Such an approval will specify: (1) The type of helicopter; and (2) The type of operation This Appendix is only applicable to turbine-powered helicopters

5 Slide 5 OST 07-3 Background The restriction of the Appendix to turbine powered helicopters was originally based on the assumption that turbine powered helicopters were more reliable than piston powered helicopters It is postulated that modern piston engines are now far more reliable and can be expected to achieve similar standards to turbine engines and should therefore be assessed on this basis

6 Slide 6 OST 07-3 Proposal To amend Appendix 1 to 3.005(e) to include applicability for all Performance Class 3 helicopters with a maximum approved passenger seating configuration (MAPSC) of 6 or less In order to prevent helicopters with a unsatisfactory engine reliability safety standard from making use of the Appendix in question, a safeguard needs to be implemented in the revised requirement It is therefore proposed that an approval shall only be issued provided the operator complies with all the requirements of Appendix 1 to JAR-OPS 3.517(a)

7 Slide 7 OST 07-3 Supporting Information At OST 06-2, addition of supporting data for SE piston reliability recommended Reliability data for large proportion of affected types (R44) now received from Robinson Data supports the argument Data Commercial in Confidence but can be made available under disclosure clauses

8 Slide 8 OST 07-3 Scale of Issue Operators of SE piston helicopters wishing to operate with an Approval in a hostile environment located outside a congested area will be affected. Such operators may already be found in several countries (Nordic countries and Switzerland for example). The requirement for a risk assessment in accordance with JAR-OPS 3.517(a) may adversely affect some older single engine turbine powered helicopters

9 Slide 9 OST 07-3 Impacts Safety; Subject to the establishment of equivalent reliability standards there should be no significant safety impact. Meeting the risk assessment and conditions from JAR-OPS 3.517(a) will likely see an overall improvement of safety in this segment Some older turbine helicopters may not meet the reliability standards and thereby be disapproved Environmental, social; No effect Harmonisation; It is expected that the change will bring an improvement in harmonization across Europe and with the US Equity & Fairness; Positive impact expected

10 Slide 10 OST 07-3 Consultation The consultation process has been conducted within the HSST They are in support of this proposal The primary consultation prior to the adoption will be through the appropriate public consultation process

11 Slide 11 OST 07-3 Summary and Final Assessment The proposal should be adopted to allow the wider use of piston engine helicopters in hostile environments albeit under the control and supervision of specific Approvals by Authorities. The existing requirement unreasonably excludes single engine piston powered helicopters from operating over hostile environments outside congested areas. Endorsement of the proposal by the OST is sought before forwarding the EASA Form in due course
