1 Great American Wood Stove Changeout U.S. EPA Office of Air Quality Planning and Standards Larry Brockman Brockman.larry@epa.gov http://www.epa.gov/woodstoves EPA’s Past, Present and Future Efforts

2 Recent Past 2005: Created Partnership with HPBA Goal: changeout old wood stoves –“Great American Wood Stove Changeout” –Focus has been on fine particles (PM 2.5 ) –Indoor air playing a bigger role now

3 What is The Great American Wood Stove Changeout? A voluntary effort to encourage people to replace or “changeout” their inefficient wood stoves and fireplaces with cleaner-burning technologies.

4 Great American Wood Stove Changeout – Kick Off June 2005, Libby, MT –Whole town changeout, before and after studies –82% of PM2.5 emissions from wood stoves September, 2005 SW Pennsylvania – Focused on Low-income households

8 Past EPA Efforts Development of Wood Stove Changeout Tools –Example brochures, posters, fact sheets, video footage available, case studies & website Strong Partnerships (e.g., hearth industry, American Lung Association) Training/Technical assistance/Focus Groups –Sponsoring Workshops, State/local benefits modeling Wood Stove Changeout Guidance –State Implementation Plan (SIP) –Supplemental Environmental Projects (SEP) Options for securing funds, (e.g., grants, industry discounts, SEPs, DOE weatherization)

9 EPA Wood Stove Changeout Grants FY 2005 –Libby, MT - $100K –SW PA Air Quality Partnership - $100K FY 2006 –Stephens and Ferry Co., Washington - $52K –Cached Valley, ID - $60K –Pinehurst, ID - $60K –Nez Perce Tribe - $105K, (Indoor Air Quality Study) –Oakridge, OR - $125K –Vermont - $100K –Klamath Falls, OR - $100K –Spokane, WA - $100K FY 2007 –Klamath Fall, OR, State of MT and MI, each at $100K

10 Past Success: Supplemental Environmental Projects (SEPs) Supplemental Environmental Projects (SEP): $1,530,000 in funds negotiated to pay for clean stoves –2 in Ohio: Dayton $75K, Washington Co., $245K –4 in Washington State: 2 in Bellingham, 2 in Spokane area $330K, –1 in NM: Questa $100K, 1 in VA: Christiansburg $45K, 1 in AZ: St. Johns $750K –450 stoves replaced with SEP funds provided over $4.5 M in annual health benefits

11 Past Success: Tribal Woodstove Changeouts Swinomish Tribal Indian Community (WA) –Indoor air driving force, changed out all stoves Makah Tribe –Case example for tribes Nez Perce Tribe (Idaho) –Before and after indoor air quality study Oneida Indian Nation (Wisconsin) –Used EPA indoor air grant funds to changeout stoves

12 Progress To Date, 2005-08 35 communities have implemented or are implementing woodstove changeouts Over 5000 old stoves and 2600 fireplaces changed out 200 tons of PM 2.5 reduced/year from changeouts 31 tons of hazardous air pollutants reduced per year Resulting in an estimated $100 million in annual health benefits

13 Lessons Learned, Tips, Ideas… VT – Home Show and Stove Give Away MI – “Conservation Club” Involvement, State legislature sent info to constituents” Federal Tax Credit: leverage the 30% (up to $1500), partner with industry and require changeout Biomass facilities permits, negotiate stove changeouts Income “qualified” vs. “Low” Income

17 Wood Stove Changeouts Future: What is next? –Wood Stove Changeout Innovative Financing –Wood Smoke Template and SIPs –Home Inspection Checklist (?) –Biomass burning and green house gases emissions Methane and Black Carbon –Public-Private Marketing and Outreach Effort with Hearth Industry Leaders and others

18 Summary/Questions We believe this effort: Is a very effective tool for addressing PM and toxics, indoors and out Likely a positive for climate change, more research needed Tools are available, but financial incentives are a challenge; You, the S/L/T are making it happen! Questions?
