Perkins Performance Measures 2 Perkins recipients are required by law to report on 6 specific core indicators each year Individual state performance levels are set by the Office of Vocational Education, with input from the state Recipients must meet at least 90% of the agreed upon level of performance  If a recipient fails to meet at least 90% of the agreed upon level of performance, a performance improvement plan is required  If a recipient fails to meet at least 90% of the agreed upon level of performance for any core indicator 3 years in a row, some or all funds may be withheld

5 Performance Measures: MCCCD Operational Definitions 4 Participant: Student who earned credit in a vocational course (flagged as vocational in SIS during FY11- 12 (Summer II 2011 through Summer I 2012) Concentrator: Student that has been a PS student at the college for not longer than five(5) years who attended in FY11-12 (Fall 2011 or Spring 2012) and met either of the following 2 conditions: 1.Had at least 9 cumulative earned hours in a single vocational subject area earned through Summer II 2012 AND had at least 12 cumulative earned hours in the vocational course subject plus additional AGEC coursework earned through the same period OR 2. Received an occupational certificate (plan begins with 5) of less than 12 credit hours in FY11-12 (Fall 2011 – Summer II 2012)

6 Performance Measures: MCCCD Operational Definitions (cont.) 5 MCCCD uses student course taking behavior to determine student program assignment Courses are organized by prefix and are assigned to one, and only one, 6 digit CIP (Classification of Instruction Program) code – NOT program This system allows us to see how may concentrators we have in a particular field of study, NOT Program * Understanding the concentrator definition and how MCCCD ‘operationalizes’ the definition is key to correctly interpret all Perkins data

12 DES Data-Sharing Agreement 11 The current agreement for Perkins is with the Unemployment Insurance (UI) division of DES. In the current process, we send UI a file of student data, and UI responds with wage data for the students they can find/match in the identified time period. UI is only able to provide wage data. Research has begun to determine if another unit of DES would be able to provide sector or SOC code data. Internal efforts to date, and efforts of other states will be reviewed.
