The Program is very unique among Reserve Forces as the bulk of it’s personnel are considered Active Reservists in the IRR, but have responsibilities and privileges normally designated for SELRES personnel.

4 SSO Program - What to know…
The SSO Program is a community within the Navy Reserve; You are a Naval Officer first and foremost The Program Office is essentially a middle man between you and the Navy Reserve. It provides community management, is a POC for execution of orders, while providing qualified Reserve personnel to the Active Component Your career as a Naval Officer is YOUR responsibility not the Program Office’s; You will get out of your career what you put into it There are 3 Calendars you must understand: Navy Fiscal Year (FY) – 01 OCT - 30 SEP Calendar Year (CY) – 01 JAN - 31 DEC YOUR Anniversary Calendar (AY) – Example provided below One of the biggest issues faced by SSRG is being able to distinguish their duties as a Merchant Mariner from that of a Naval Officer. Your Anniversary year generally commences on the day you commission through the following year, for example if you commission May 5th 2011, your anniversary date is May 5th. This date is than used to determine when you are promoted to subsequent ranks and dictates your seniority within your Year Group. As an SSO you posses a very unique skill set; primarily to move men and material in times of war or emergency. Like SWO’s, Aviators, Submariners, SEALs, FMF Officers, Sea Bees, etc. your warfare pin identifies your skill set. However, It does not exempt you from being a capable Naval Officer.

5 Program Expectations/Requirements
Complete at least one 12 day ADT per FY; if you cannot complete an ADT you must request a waiver from the Program Office, either for Extended Sea-Time or a Medical Condition. Without either, there will be a gap within your service record Maintain an active USCG Merchant Mariner Credential (MMC) license for Unlimited Tonnage (Deck) or Unlimited Horsepower (Engine) Vessels valid on “ALL OCEANS” along with STCW 95 Endorsement Update personal information in NSIPS Annually (when changes need to be made) Maintain Navy Physical Standards • Complete a Physical Health Assessment (PHA) annually • Complete a Physical Fitness Assessments (PFA) semi-annually Check the web-site and your Navy regularly (access Navy every 30 days to prevent account from being disabled) Self Register in DTS Answer Official Navy Correspondence Be able to maintain a secret clearance (good for 10 years from issue date) Complete Navy Knowledge Online (NKO) required training including ATFP Level 1, MSC 101, and Information Awareness (IA) Do not confuse your MARAD obligation for your Navy one; This brief does not address those requirements set by MARAD NOTE: These are the baseline requirements for all members of the SSRG. These items enforce BUPERSINST F requirements and the OPNAVINST D requirements. A “C” student does only the above, nothing more. To excel, members must do more! 1. - Licenses for Continuity purposes do not meet the requirement; you must hold an active license with STCW Endorsement. The Program Office maintains an active database of member’s activity and reporting history. 2. - A PHA is recommended to be conducted by a DoD facility (NOSC, MEPS, MTF, etc.) BUT if a member lives OCONUS or outside of 200 miles from a NOSC or NRA (Navy Reserve Activity), the Program Office does coordinate PHAs with civilian medical providers. 3. - The PFA is administered by a qualified Command Fitness Leader (CFL) of a NRA or Active Component (AC) command. The PFA includes a medical screen, a body composition assessment (BCA) and physical readiness test (PRT). SSRG officers must complete two Physical Fitness Assessments (PFA) per calendar year; the first one to be completed during Cycle 1 (JAN-JUN), and the second during Cycle 2 (JUL-DEC). Coursework Requirements: 1. Military Sealift Command (MSC) 101 on NKO: CNRFC-MSC101-2 - Capstone course for MSC fundamentals and a requirement for all SSOs. 2. Navy Reserve Fundamentals Course on NKO: NAVRESFOR-NRF-3.0 - Foundation course for Navy Reserve Administration. Information contained is vital for a successful Navy Reserve Career in either the SELRES or the IRR. 3. Primary Professional Military Education (CWOs and O1 to O4) Blocks 1-7 on NKO: PPME-JO-B1.v3, PPME-JO-B2.v3, PPME-JO-B3.v3, PPME-JO-B4.v3, PPME-JO-B5.v3, PPME-JO-B6.v3, PPME-JO-B7.v3 - A thorough course set providing significant information on inter and intra service processes, assets and missions, essential information for any SSO interested in working in a Joint environment. The following courses are required training for all officers in the SSRG. Upon completion of these courses, a copy of the certificate to the SSOP Office AND the following courses provide a substantial background needed to be successful in your reserve career. ALL SSOs commissioned on or after 10 June 2011 are REQUIRED to complete all three courses above within the first FIVE years of a member’s commissioning date. These courses should be completed within the first TWO years. Motivated SSOs can complete these courses within the first year after completion of the PCI Course. ***Members commissioned prior to 10 June 2011 are only required to complete MSC 101. The two additional courses are highly recommended for all SSOs and are prerequisites for more advanced assignments or JPME (Joint Professional Military Education)*** Failure to complete the above courses by year 8 will result in potential separation from the program. To find the obligations and requirements governed by MARAD, visit the Maritime Service Compliance System (MSCS).

6 Active Duty for Training (ADT)
- ADTs are generally day evolutions designed to promote operational readiness and training for the reserve component - Performance is Mandatory; but location and duty is optional (to a point) - One of the few times where you will receive a FITREP - Diverse assignments and locations are preferred - You are required to perform At least 1 ADT per Fiscal year; you are responsible for managing your points towards your AY - Second ADT’s can be authorized after 31 March, take advantage! Examples of ADT’s include, but are not limited to, duty with: SSO Program Office MSC MARAD CNRFC Maritime Academies Navy Shipyards - Any Support of Strategic Sealift NOTE: Active Duty for Training (ADT) is intended to enhance or refresh existing skills that support military operations or future mobilizations. ADT is required for SSRG members with an emphasis placed on the skills most likely to be needed during a mobilization or long term operational support. The primary purpose of ADT, per BUPERISNT F is to maintain mobilization readiness and sharpen military skills. As such, SSRG members utilizing ADT are assumed to have mobilization interests in mind and work toward learning as much as possible in as diverse a range of commands as practicable. 1. ADTs are crucial in maintaining operational readiness and promoting YOUR career development. 2. Unless authorized, you cannot perform the same ADT in consecutive years. 3. Different locations and assignments will strengthen your career and are favored among selection boards. - ADT is normally authorized for 13 days (12 days of ADT + 1 day of Travel) and up to 29 days, BUPERSINST F, Chapter 3, Paragraph 312 provides for more information length of orders as scope. CNRFC N14 is responsible for processing ADT requests for SSRG members, regardless of the funding source. As unit approve, all IRR SSOs intending to go on ADT must receive permission from the Program Office to do so, thus all members requesting ADT need to be in 100% Program compliance. Members requesting a traditional ADT opportunity and in good standing will be approved to go on ADT if funding is available. Non-Traditional ADT requests require justification in a "Mission Support Letter" from the gaining command, on command letterhead, requesting ADT support and providing any special reporting information or requirements. Additionally, the Program Office requires the last three FITREPs, PRIMS printout showing last three PFA periods, MRRS printout showing IMR status and cover letter explaining the duty period and why it should be approved along with a letter/ from the prospective gaining command offering the invitation as part of a Non-traditional ADT package. Non-Traditional ADT requests should be made in excess of 45 days from desired start date and be limited to two weeks unless paid for by the gaining command. All SSOs are required to serve and complete two (2) successive an ADT periods with MARAD and MSC after completion of the PCI Course. The MARAD ADT will be shipboard, in support of the MARAD RRF (Ready Reserve Force). The MSC ADT may be shipboard, in support of ROS (Reduced Operating Status) and FOS (Full Operating Status) vessels or in a shore-side capacity. The order is not important and is up to the member, as is the location and vessel. It is recommended that these requirements be performed in different AORs (Area of Responsibility) on different classes of ship. These ADTs cannot be skipped or waived and are required for all members.

7 Active Duty for Training (ADT) (Cont.)… CORE Competencies (CORE)
To better refine the career path and professional development of SSRG members, the SSOP will be divided into four Core Competencies (CORE): • Shipboard Operations • Shipyard Operations • Maritime Operations • Training Each CORE will provide a member with career development opportunities a more structured ADT progression and direct operational support to one of the three core missions of the SSOP. The Training CORE is reserved for Sr. SSOs (O-5 and O-6) wishing to contribute to the future development of the SSOP. First Core Competency (CORE) ADT. The Core Competency program is the basis for SSRG career, development and support providing a clearer trajectory for members as well as the supported commands. All SSRG members, after completion of the first three prescribed ADTs will select a SSO CORE and coordinate with a supported command for the first of a three year support relationship. At the conclusion of three (3) years an SSO may opt to shift duty locations and/or Core Competencies. First CORE ADTs are generally considered AOR (Area of Responsibility) indoctrination duty periods with successive ADTs building upon each other, culminating in leadership and/or senior staff level assignments. - First Three ADTs are prescribed to all SSRG members - Upon successful completion of the third ADT, SSRG members will select a CORE. - ***Shipboard CORE is the default if no selection is made*** - SSRG members must serve three years in a CORE before changing if desired. NOTE: A member’s fourth ADT will be their first in a chosen CORE. At the conclusion of the third ADT, members are directed to choose a CORE and provide a memo to the Program Office to that effect. Upon selection, the fourth ADT should be arranged with a supported gaining command. Subsequent ADT will follow the career guidelines above. NOTE: - Please reference the SSOP Handbook and FY ‘14 Annual Training Plan and Report for more information.

8 Reserve Status Options
Strategic Sealift Readiness Group (SSRG): You’re IRR, but considered in an active status. About 80% of SSOs are members of this Group. SSRGs are essentially “free agents” and can pick and choose their ADTs. Selected Reserve (SELRES): Are organized units of the Navy Reserve. They drill once per month and usually perform AT as a unit. Officers assigned to these units hold billets and generally incur an obligation as a drilling reservist. They earn pay and accumulate points for their drills and are also eligible for greater benefits. Affiliation to the SELRES can only be done through a recruiter and ascension is based on the needs of the service. About 10% of SSOs are members of SELRES units. Volunteer Training Unit (VTU): Is similar to a SELRES unit, as you earn points for drilling however, there is no monetary compensation for drills, and VTUs don’t actively prepare to mobilize in the manner which a SELRES does. As a VTU member, your ADT’s are not funded by the SSO Program Office. Conversely you are not guaranteed SSRG ADT funds. Roughly 10% of SSOs are VTU members. ALL SSOs are members of the SSRG upon commissioning. SELRES affiliation is voluntary. While the SSRG is designed for actively sailing officers, the SELRES and VTU are ideal for shore side members. SELRES affiliations vary by NOSC and can be difficult. In addition, once selected you cannot simply quit if it doesn’t work out. Transferring from the SSRG to the SELRES and back to the SSRG is not guaranteed, especially if you have poor FITREPs, AND 1. Not on the RMP (Ready Mobilization Pool) or not tapped for Mobilization. 2. Have a valid MMC with STCW Certification. 3. Have a current PHA with a passing PFA 3. While there are 120 coded SSO billets in the SELRES, an SSO can hold a non-coded billet provided it is a 1XXX series billet. MEANING. the billet you hold in the SELRES may NOT be necessarily related to your civilian training as a Merchant Marine Officer. The VTU is a great way for a more Junior SSO to gain experience and bolster his/her resume for SELRES affiliation. It is also great in maintaining readiness as you have regular access to a NOSC.

9 Active Duty Options Active Duty Training- <29 Days (unless authorized) per FY year, ADTs are a requirement of program compliance Active Duty for Special Work (ADSW)- Are short term tours of active duty to augment exercises, contingency operations, etc. They differ greatly in location and type of assignment. Performance is voluntary and can be selective. Individual Augmentee/Mobilization- Can be Voluntary/In-voluntary, tours of Active Duty (up to 365 days) Most are overseas and directly support the GWOT. Note: to be re-called from the IRR requires an act of congress; to date NO Officers from the SSRG have been In-voluntarily mobilized; SELRES officers have however Active Duty Re-Call- Generally 2-3 year tour, once completed you return to previous status (SELRES/IRR) Recalls include the Program Manager and Sponsor Positions, as well as select recruiting billets. Active Duty/Full Time Support (FTS)- Often requires re-designation and is very competitive. There is no guarantee of selection and opportunities are strictly based on the needs of the service. Though FTS officers are technically reservists, they are Active Duty for all intents and purposes. Once you complete 90 days of CONSECUTIVE Active Duty, you qualify for a DD-214. A DD-214 qualifies you for certain veterans benefits. In order to be qualified for an IA/MOB tour you need to have at least 84 aggregate days of AD, you cannot simply volunteer to Mobilize. AD Re-calls, Re Designation often require a selection board and can be extremely competitive, there is no guarantee of selection. In addition, the criteria for selection changes with each selection board; selection criteria is dictated by the needs of the Navy. FTS personnel run NOSCs, CNRFC and man the Program Office.

10 The Point System All Reserve participation is recognized by the issuance of points. Points accumulation is crucial for remaining in good standing, and ultimately being able to retire. You MUST attain 27 points per year to remain in the Reserves. To achieve a “Qualifying Year” towards retirement you must attain at least 50 points in your anniversary year; Points CANNOT be rolled over between years You must have at least 20 Good years to retire and earn a pension Points can be earned in a number of ways: - 15 points are gratuitous for Reserve Membership - 1 point is awarded for every day of Active Duty served - 1 point is awarded for every 4 hours served while in a drilling status (SELRES, VTU, IDT) - Correspondence courses offered on NKO and thru NETC - 35 Points are awarded for a license renewal or upgrade with a STCW endorsement. Your initial license COUNTS for points, thus your first year is automatically a good year! - 1 point is awarded for every 4 hours of an STCW course, up to 5 points can be awarded for Non-STCW courses per year All Courses are awarded on the DATE which the course certificate indicates, NOT when it is submitted to NPC or the Program Office Keep track of your points! Be sure to keep copies of your course certificates and NEVER send an original course certificate to NPC. All Courses are awarded on the DATE which the course certificate indicates, NOT when it is submitted to NPC or the Program Office ONLY License specific courses should be sent to the Program Office for redemption, Any Navy course should be submitted directly to NPC/PERS. Having good years is crucial in maintaining your status in the Reserves; The number of good years you complete reflects positively on your commitment to the Navy, while adding to your retirement eligibility.

There are two typical SSO officer career progression paths: One for the officers that actively sail in the Merchant Marine (seen in blue above) and those that work shore side, typically in a civilian or government position which requires maritime expertise (seen in yellow blocks above). Sometimes, the SSO officers cross these paths for personal and/or professional reasons. The two groups within the SSO Program are: - The Strategic Sealift Readiness Group (SSRG)-The SSRG is the only actively managed and funded IRR program in the Navy Reserve with a Mission. They are reservists authorized to drill, and are in a very specific and managed RUIC (2525M) of the Active Status Pool (ASP). The SSRG was developed to meet the needs of the Strategic Sealift Officer Reservists who can not meet standard drilling requirements due to their extended sea service which sometimes lasts over a year. - The SELRES and VTU-This group is your standard reservist who must meet the same requirements as any other drilling reservist. SSO are often in VTU units due to the scarcity of available SSO hard coded SELRES billets. For the SSO, being in the VTU should not be viewed negatively. - SSRG officers provide a guaranteed source of licensed emergency crew via military recall. SSO officers can also serve in SELRES billets to meet maritime expertise requirements using unique skill sets. SSO officers are familiar with Military Sealift operations. The SSO program has a corpus of sailing officers with experience in the U.S. Merchant Marine who are qualified to carry out operations effectively, in concert with U.S. Naval Forces. - The main thing to note is that a sailing officer will probably be in the SSRG and should obtain an advanced United States Coast Guard Merchant Marine Officers license with Standards of Training, Certification and Watchkeeping (STCW) 95 Endorsement. For instance, after sailing on the high seas for over a year, an officer can upgrade his license to a 2nd mate or 2nd assistant engineer. On the other hand, if the officer has been working ashore, then participation in the SELRES or VTU is favorable. Not only do shore side jobs allow for SELRES participation, but also allows for time to obtain a masters degree and Joint Military Professional Education (JPME). A senior SSO officer’s career path should reflect duty in billets of increasing complexity, professional development, and leadership responsibility. LCDR Junior officers’ success should be evaluated on, among other things, demonstrated professional performance and qualifications obtained during the officer’s initial tour. Specific qualifications, certifications, and licenses vary. Consistent participation and continued superior performance adds value to the Navy and is what makes SSO reservists important as mobilization-ready assets. CDR At this point in their careers, SELRES SSO officers are typically filling Department Head positions and also serving as detachment OIC within Reserve units. Following completion of a department head position, the top performing SELRES SSO Commanders are picked for Unit CO jobs. Quality SSRG officers should be performing annual training above and beyond the minimum Navy requirements. There are two competitive recall opportunities that provide the highest leadership and most challenging positions in the SSO Community and are considered SSO MILESTONE billets. These billets have been filled by both well-qualified SELRES and SSRG officers; the two positions are: SSO Program Sponsor at OPNAV N42E (O-5 SSO officer) SSO Program Manager at CNRFC N14 (O-4 SSO officer) Consistent participation and continued superior performance that adds value to the Navy is what makes SSO reservists important as mobilization-ready assets. CAPT At this point in their careers, top performing SELRES SSO officers have usually completed their operational command or ashore command tours. Many continue to work for the Program Sponsor on the OPNAV staff, USTRANSCOM or MSC. Professional diversity is also important and can be measured through sub-specialties and advanced degrees. Quality SSRG officers perform annual training above and beyond the minimum Navy requirements. SSO MILESTONE BILLETS: Program Sponsor-OPNAV N42E, Program Manager-CNRFC N14, SSU CO, SSD OIC * APPLY Board SSRG = Strategic Sealift Readiness Group *SSO should be sailing in the first 5 years after commissioning unless receiving waivers or on active duty (USMMA and SIP graduates only). Those SSO who are not required to sail are encouraged to be in the SELRES or VTU. 11

12 After Commissioning…. Take a deep breathe and relax!!!
You will be assigned to a Strategic Sealift Detachment (SSD). SSDs are positioned at various NOSCs they will serve as your initial POC and pass on word from the Program Office Sign Up for your First ADT: The Ensign Post -Commissioning Indoctrination (PCI) Course ***This Course is run by the NOSC Norfolk and under the co-administration of the Navy Reserve Professional Development Center, DET Norfolk (NRPDC) and the Commander Navy Reserve Forces Command, CNRFC N14.*** 1. The course is currently held at NOSC Norfolk; Joint Expeditionary Base (JEB) Little Creek in Virginia Beach, VA. 2. The PCI course has been developed expressly for new officers in the Strategic Sealift Readiness Group (SSRG) as their first Annual Training. This course will help you set a course for a successful career in the Navy Reserve. The course is more of an orientation than an indoctrination, the atmosphere is casual with emphasis on learning about the Navy Reserves, the SSO program and your responsibilities. 3. To register for The PCI Course, call or the Program Office at or Courses are first come first serve. NOTE: Past experience suggests that December through February are less likely to fill, due to holiday and personal conflicts; accordingly, those dates are considered temporary, subject to cancelation if required course minimums are not met. If the required minimum is not met, the courses will be formally canceled, no less than 45 days from the course start date, and those signed up for a cancelled course will be given the opportunity to sign up for any other course later in the year. All attempts will be made to hold a class, regardless of class size, with course cancelations only occurring under extreme circumstances. 4. When you sign up for the Course Do Not Cancel on short notice and without just cause; it will be difficult to re-schedule. 5. The Program Office will create and input orders and travel for your first ADT (which is this course). You will be required to pay for everything (excluding Airline Tickets) out of pocket and WILL be reimbursed at the conclusion of the course, by submitting a Travel Claim Voucher (you will learn more about this during the length of the course) in addition to your Reserve Base Pay and Allowance. 6. As a SSO reservist you are required to complete the PCI course; you will not be able to perform additional ADTs without it. Your CAC and reader will be issued to you at the course OR by the NOSC/DEERS/RAPIDS site once your reserve status has been verified and you are gained into the system as an SSO. In Addition: The PCI course is an excellent foundation for new members of the SSOP. The PCI course is developed to: • Augment Midshipmen instruction with knowledge needs of new SSOs • Overcome institutional barriers preventing “SSO” Midshipmen from obtaining their CAC cards • Obtain a functional CAC and CAC reader • Complete the PHA and PFA • Learn SSO specific and Navy Reserve generic administration • Clarify SSO Program and Career Guidelines • Re-introduce military protocols/customs • Learn about the requirements needed to complete the Strategic Sealift Warfare Insignia (SSO WI); Personnel Qualifications Standards (PQS).

14 Advice… Unlike being a MIDN, no one is there everyday telling you what to do or not do. Your participation in the Reserves is strictly your responsibility and desire; no one will call you out for non-participation, ultimately you will simply be discharged. Bottom line your commission is what you make of it! Have a Credit Card with a zero balance and limit of at least $1,000 for ADTs; while on ADT you must be financially independent!! After completing 14 days of ADT you are eligible for a one time uniform allotment of $400, YOU MUST REQUEST IT!! Get yourself a set of NWUs, a pair of CNT/Poly-wool khakis and Navy PT Gear.
