3 Kwa Zulu Natal KwaZulu-Natal BACKGROUND Required by National Strategy Framework with the B-BBEE Act as an enabling instrument. Closely aligned to all Economic Empowerment related National Framework. However addresses Provincial specificities and supports provincial economic development strategies. Necessary for addressing KZN socio-economic challenges.

4 Kwa Zulu Natal KwaZulu-Natal VISION A de-racialized provincial economy in whose mainstream a critical mass of Black people participate meaningfully, in terms of control and ownership of private sector enterprises, and hold operational, professional, management, and executive positions in organizations of both the private and public sectors, in proportion to their demographic weight.

5 Kwa Zulu Natal KwaZulu-Natal GOALS Goal 1 Substantial increase in the number of Black people who have ownership and control of existing and new enterprises, particularly in the provincial government’s priority sectors. Sub-strategy 1: Sector Matrix Enterprise Development Sub-strategy 3: Preferential Procurement Goal 2 Significant increase in the number of new Black enterprises, and Black-engendered enterprises. Sub- strategy 1: Sector Matrix Enterprise Development Goal 3 Significant increase in the number of Black people who hold senior management and executive positions in enterprises. Sub- strategy 5: Enforcement of the Employment Equity Act

6 Kwa Zulu Natal KwaZulu-Natal GOALS Goal 4 Significant increase in the ownership and management of economic activities vested in broad-based associations, collective enterprises such as cooperatives, trade unions, and employee trusts. Sub-strategy 4: Empowerment of target groups to own assets Sub-strategy 1: Sector Matrix Enterprise Development Goal 5 Significant increase in the number of Black young people, particularly rural young people, who acquire skills. Sub-strategy 2: Skills development Sub- strategy 6: Corporate Social Investment
