Let’s increase competition with Number Portability and Pooling (and headaches for Law Enforcement and Public Safety Agencies?) u LNP (Local Number Portability) –LNP has been mandated by the FCC in the Telecommunications Act of 1996 –LNP creates a situation where it may be difficult to find out which Telecommunications Service Provider serves a particular telephone number. This may result in situations which could be detrimental to the public’s safety For example, a call reaching a PSAP with only the telephone number displayed, and a citizen unable to speak. How do you find the callers location. Telephone number prefix’s may no longer equate to a specific phone company.

What is Thousand Block Number Pooling? u Thousand Block Number pooling is the ability to share an NPA-NXX among several facilities based carriers that are serving the same rate area. u The intent of 1K number pooling is to prolong the life of an NPA by reducing the demand for NXX’s u NXX’s will be shared in the same Rate Area by assigning unused numbers in thousand blocks (NXX-X) to Service Providers

Will Number Pooling affect Public Safety agencies or Law Enforcement agencies? u Initial analysis does not reveal any major changes above those required to support LNP (with a caveat or two) u It is conceivable that some Public Safety agencies and LE agencies may use the NPA-NXX’s in administrative systems. LNP may break these process’s and systems. – Number Pooling may aggravate this as it will generate more numbers which are portable. u Is there any way I can verify which NPA-NXX is assigned to a specific carrier or better yet an individual telephone number? – Yes, initially there will be a IVR (Inter-active Voice Response Unit) available in certain areas will provide information concerning ported and pooled numbers.

What are the major changes for Law Enforcement and Public Safety agencies? u Information that was readily available prior to competition may be more difficult to obtain. – Information for ported and pooled numbers who is the Service Provider This type of information can be obtained via database lookups or an IVR type system u The Telecommunications Industry is currently working with Public Safety agencies and Law Enforcement agencies to address the issues.

Integrated Voice Response Unit (IVR) u The IVR provides the capability for PSAP personnel or Law Enforcement personnel to find out which Service Provider is currently providing service to a specific “Ported” or “Pooled” telephone number. u How is the IVR accessed? – Dial the access number for the IVR – Input assigned Pin number – Input the Telephone number you wish to verify. – System will provide the current Service Provider (if it is a “ported” or “pooled” number) The database today is used only for “ported” and “pooled” numbers. u Initial deployment of the IVR will be available for the LNP areas in Chicago and Detroit 6/1/98 u IVR today is only being deployed in areas where it is specifically being requested by the Regional LLC (Limited Liability Corporation). Currently deployed in the Midwest region, pending concurrence in the Southwest region and is under consideration in other regions.

CROSS-REGIONAL SECURITY/LAW ENFORCEMENT TEAM RECOMMENDATION u A team composed of representatives from law enforcement, service providers and other associated agencies met on May 18, 1998 and July 1, 1998 to discuss possible solutions for law enforcement to problems associated with LNP. Since LNP is national in scope, a national solution is in the best interests of both law enforcement and service providers. u This team has reviewed suggestions and proposals from the various regions and studied in-depth the implemented solution in the Midwest Region. The team agrees that the requirements agreed upon by the Midwest Region will help to meet the needs of law enforcement agencies nation wide. The team also recommends that four additional items be included to ensure that law enforcement agencies are provided with all the necessary information they would need to perform their jobs in a more efficient and expedient manner.

All requirements agreed upon by the team are as follows: u RELIABILITY –99.9% availability –managed capacity & call allocation u INFORMATION –service provider identification & 7 x 24 contact number –IVR on-line information available 7 x 24 u SECURITY ACCESS –PIN per service provider –each SP to have assigned PIN number access u SYSTEM HOLD TIME –two options available reports on-line queue announcements.

All requirements agreed upon by the team are as follows: (continued) u MULTIPLE REQUESTS ON SINGLE ACCESS –up to 20 TNs per call—tunable u TRAFFIC MEASUREMENT ABILITY –numerous reports available and resizing capabilities u 800 ACCESS NUMBER –direct dial number also available u PER ACCESS BILLING PROCESS –billing activity captured per minute/per call –other options available u PIN ADMINISTRATION –available from Lockheed Martin

What Happens Next? u Members of the team from the FBI have committed to present the above requirements to a cross-section of law enforcement members at a high level between July 1, 1998 and the next meeting in September, 1998. Buy-in from all law enforcement is anticipated. u The law enforcement team proposal to the Regional Operations Teams is to present the above requirements to the LLC’s (Limited Liability Corporation’s) in order to achieve acceptance of the project on a nation wide basis, and to obtain agreement from the LLC’s to fund and implement the basic recommendations in all the regions. u Presentation to be made to the North American Numbering Council concerning Law Enforcement and Public Safety issues August 17th u Next Regional Meeting Sept 10, 1998 in Chicago
