5 MISSION MISSION: From 1-30 June 2011, Ammunition Company will establish a FASP IVO AFA-15/16 IOT conduct intermediate level Class V(W) support for I MEF, MCI-W activities and Camp Pendleton tenant organizations

6 EXECUTION Commander’s Intent:
Purpose. The establishment of a FASP will enhance the ability of Ammunition Company to operate in a combat environment through field training. Method. Ammunition Company will expedite its mission at the FASP in accordance with all relevant orders, policies, and SOPs as they pertain to the storage and issuing of Class V(W). End State. The confidence in the skills of the individual Ammunition Technicians, as well as their overall proficiency, is enhanced. Unit cohesion and efficacy will have been challenged and evaluated. This exercise will also act as validation for Ammunition Company’s Mission Essential Tasks (MET) and personnel capabilities.

7 UNCLASS EXECUTION Concept of Operations Using units will continue to be supported in the same manner with which they were by the Las Pulgas ASP. Policies and procedures for issuing and turn-in of Class V(W) will remain unchanged. The only change for the using units is the location of ammunition pick-up site. Operations will be conducted on a 24/7 basis, including weekends, which will enable improved customer service and time flexibility. Scheme of Maneuver: Establishment of the FASP will be executed in four phases: UNCLASS

UNITS ARE NOTIFIED OF NEW LOCATION AND DATES. 27 May All ammunition, vehicles, gear and equipment will be inspected, prepared and packaged for transfer to the FASP NLT 27 May Working (10) Field Storage Units have been created within Ordnance Information System (OIS) and are ready to accept the transfer of all Class V(W) assets. 100% physical inventory will be conducted on all ammunition required for establishment of FSUs at the Las Pulgas ASP. 9 EXECUTION Phase II- (01 June – 08 June) Scheme of Maneuver: When What
UNCLASS EXECUTION Scheme of Maneuver: Phase II- (01 June – 08 June) When What Status 1 June Convoy brief conducted at 0800 at the Las Pulgas ASP with all vehicles and personnel present. All gear and equipment will be pushed to FASP via tactical and SWRFT vehicles. *Refer to sync-matrix Advanced Party and Guard Force depart from the Las Pulgas ASP to FASP. (64 Marines, 2 Corpsman) Comm will be established with Reg COC and Range Control. Initial set-up of FSUs, bivouac , operations tent, field mess, hygiene Tent. All physical security standards are adhered to IAW MCO B (Physical Security Manual) 2 June – 6 June Receiving Class V(W) at FASP from Las Pulgas ASP via (10) 40 ft SWRFT assets. *Refer to sync-matrix . All ammunition will be on deck at the FASP. 100% inventory is conducted as each FSU is filled. 8 June Main Body (95 PAX) arrives to FASP. UNCLASS

10 Phase III- (9 June – 26 June)
UNCLASS EXECUTION Scheme of Manuever (Cont.): Phase III- (9 June – 26 June) When What Status 9 June FASP assumes all support responsibilities; ammunition ISO Camp Pendleton using units is stored and distributed from FASP. Daily SITREP will be sent at 0900 to Regiment from the FASP COC via Supply Battalion S-3. MUREP will also be sent daily. 9-26 June The Las Pulgas ASP remains functional in support of FASP ammunition shortfalls; the FASP will reach back to the Las Pulgas ASP for ammunition resupply. The Las Pulgas ASP will be: receiving all commercial inbound shipments from Depots; executing disposition instructions of unserviceable munitions; re-warehousing magazines IOT ensure no munitions are exposed on Hardstands 2 or 3; Hosting Ammunition-62 course from 6-17 June. UNCLASS

The Las Pulgas ASP reclaims Class V(W) support responsibilities; ammunition ISO Camp Pendleton using units is stored and distributed from the Las Pulgas ASP. FASP retrograde begins. 100% physical inventory of each FSU prior to transfer. Police call AFA 15. Clean gear and all equipment for turn-in. *Refer to Sync-matrix UNCLASS

12 Coordinating Instructions:
UNCLASS EXECUTION Coordinating Instructions: What How Status Physical Inventory Control Program (PICP) All Category I and II (Ready-to-Fire Munitions; e.g. AT-4s, Frags, LAWs, DEMO, Claymores, APOBs) inventories will be conducted on a daily basis. Remainder of required inventories will be conducted as per FASP SOP (location audits, AMAR random sampling) All other required inventories will be conducted per the FASP SOP (Weekly random sampling and Location Audits). Any discrepancies in inventory will be corrected on the spot. FASP OIC, Ops Chief and Company Commander will be notified immediately. Pending Notification to all Camp Pendleton Using Units AMHS message sent to all units aboard Camp Pendleton on 11 May notifying them of FASP location, primary and alternate routes, dates, vehicle pre-stage capabilities, forecasting/requisitioning procedures, and issue/receipt procedures. Complete FASP ammunition shortfalls Any FASP ammunition shortfalls will be resupplied by the Las Pulgas ASP. (Unforecasted requests) Continuous Required Reporting FASP OIC will send daily MUREP/SITREP at 0900 from FASP COC to Regiment via Supply Battalion S-3. UNCLASS

UNCLASS EXECUTION Coordinating Instructions: What How Status TAMIS/OIS-R systems All government information systems utilized for ammunition operations remain the same. All forecasting and requisitioning procedures will remain the same. (TAMIS / OIS-R) Pending Security FASP guard force (20 Marines) will be employed for 24/7 ops on a rotating schedule. Security Force and LAYOUT Training Training schedule has been published. 33 FASP EX QUESTIONS

34 Federally Protected Species Habitat Avoidance
Disturbances to the native vegetation (i.e. coastal sage scrub) will be avoided as it provides habitat for the federally protected coastal California gnatcatcher. Bivouac/command post/field support activities (e.g. showers, messing, fueling, etc.) shall be kept at least 50 meters from coastal California gnatcatcher habitat areas year round. Training operation site maps submitted for FASP field operations suitably avoid this habitat.

35 Vernal Pools The FASP is being established in an area known to contain vernal pools; these pools have not been surveyed for federally protected branchiopod species. In order to avoid potential effects to federally protected species’ habitat, FASP personnel will remain clear of all suspect vernal pools. Bivouac/command and post/field support activities (e.g., showers, messing, fueling, water purification etc.) shall be kept at least fifty (50) meters from identified vernal pools.

36 Environmental Concerns
CLEAN WATER ACT401/404 PERMITTING - No permitting is necessary since no jurisdictional waters or wetlands will be affected by the FASP. CULTURAL RESOURCES - There are no Cultural Resources issues with the FASP exercise. In the event of an inadvertent archaeological discovery, all FASP operations will cease and Cultural Resources Branch will be contacted. EQUIPMENT REFUELING - If any petroleum/oil/lubricants (POL) will be stored or handled, to include six-con fuel pods, tanker trucks, or drums, 40 CFR and the Camp Pendleton Spill Prevention, Control, and Countermeasures (SPCC) Plan require secondary containment.

37 Environmental Concerns
SPILL PREVENTION - The FASP is responsible for spill prevention and proper hazardous material storage and handling (secondary containment), and must comply with the Base Spill Prevention, Control and Countermeasures (SPCC Plan. - If a spill occurs on AFA-15/16, the FASP will first call Range Control to report the spill. Range Control will then notify AC/S, ES Spill Prevention Branch. Immediate action will be taken by FASP personnel utilizing spill kits provided by Reg Safety. AIRQUALITY - The FASP is required to report all generator usage to the Air Quality Branch for inclusion in CPEN’s Annual Tactical Support Equipment Inventory.
