1 Classification and Compensation Study RFP Fillmore City Council Meeting March 9, 2010

2 Class and Comp Study Background Classification and compensation studies are performed to review organizational structure; to assess job descriptions; and, to maintain competitive and equitable pay. The Study will also look at staffing levels, reporting relationships and organizational structure as part of the review.

3 Class and Comp Study Background The City Council authorized issuance of the RFP in late November 2009. The due date was January 8, 2010. Eleven firms submitted. Most were from California, although a couple were from out-of- state. A panel, consisting of City staff and a HR professional from Santa Clarita met to review and rank all the applications.

4 Class and Comp Study Background Three firms were selected for an interview. On February 25, the panel interviewed all three firms and ranked them. The unanimous choice was Bryce Consulting. It was a sealed-bid process and the bids were opened after the firms had been ranked. Bryce was highest scorer and had the lowest bid of the top two firms.

5 Class and Comp Study Background Bryce proposed $31,000, plus up to $3,000 in expenses. The firm has agreed to use the City’s standard consulting agreement. The completion date is on or before June 30, 2010.

6 Class and Comp Study A potential issue identified by all of the proposers was the sample size. Bryce indicates it can add up to two more jurisdictions for the current price.

7 Class and Comp Study Next steps. – Presentation before the City Council – Kick-off meetings with employees to go over process (plus FAQs) – Will keep the current committee and potentially add more staff from different departments/different levels

8 Class and Comp Study Council Action – Authorize CM or designee to enter into a contract with Bryce Consulting and to make any necessary changes to achieve the direction of Council; and to adopt Resolution 10-3226 which increases the amount authorized for the project by $12,000 to $34,000 for the study and related expenses.
